Emerging //Basic understanding and minimal practical experience; requires guidance and supervision. 4+ years of professional experience within Subsurface Utility Engineering (SUE), including 1 year under the tutelage of a SUE Project Manager I+.
Knowledge of project management methodologies and lifecycle, industry standards, city, state, and federal rules and regulations, tools and software (i.e., Microsoft suite, Vantagepoint, Smartsheet, etc.), and quality management required.

Quality Level D (QL “D”) – Information is determined primarily from the review and documentation of existing second-party information, such as Utility records, historical project records, permits, verbal accounts, existence of service, visual indicators, and/or One-Call markings, put into context with any other information in possession during a Utility Investigation.
Quality Level C (QL”C”) – Data determined by correlating underground Utility Segments from existing second-party information to observable and measurable visible Utility Features.
Quality Level B (QL “B”) – Also known as “designating”, this data is determined by correlating appropriate geophysical interpretations indicating a Utility Segment or Utility Feature with other pertinent information in hand to determine the best positional Documentation for the Utility Segment. The horizontal accuracy of the surveyed position (either the location of the instrument or a mark on the ground for later survey) shall be 0.2 ft (60 mm) or better to reduce the survey aspect of the compounding error.
Quality Level A (QL “A”) – Also known as “locating”, this quality level determined by physically exposing an unobservable Utility Feature or Utility Segment (essentially making it observable) and documenting its spatial extent and characteristics with a high degree of accuracy. Conventional accuracies shall be 0.1 ft (30 mm) vertical and to 0.2 ft (60 mm) horizontal for the measurements of the outside limits of the Utility Feature or Utility Segment that is exposed.
COMPLEXITY + DECISION-MAKING AUTHORITY
Responsible for the success of certain tasks in part of a moderate project. *Must be listed as a Task Manager in Vantagepoint and may not be responsible for direct invoicing and billing to clients.
Independently performs most assignments with oversight and instruction from supervisor and project managers.
RESPONSIBILITIES
Financial Management //
Develop a working knowledge of weekly budget report in Vantagepoint.
Assist in the preparation of scope of work (SOW) and levels of effort (LOE) for proposals for authorizations.
Assist in the preparation of invoices and advise project managers of outstanding payments, including coordination with accounting.
Corporate Compliance + Risk Assessment //
Assist and familiar with the contract and subcontract review process through the Contracts Department and appropriate filing and adhere to jurisdictional requirements and company-established signature matrix protocol.
Follow company-established QA/QC process and project safety plans.
Communication + Collaboration //
Communicate and collaborate within the department, other disciplines and regions, and corporate resources.
Ensure meeting minutes are logged and send to respective parties.
Assist with marketing requests including but not limited to requests for qualifications (RFQ), proposals, resumes, etc.
Client + Internal Satisfaction //
Adhere to project schedules set by the client.
Attend meetings with supervisors and complete requests as assigned.
Be responsive and accessible and assist with addressing problems and concerns timely.
People Development //
Provide feedback on staff performance to management periodically including for annual evaluation.
Assist with recruiting project team members.
May give direction to support staff assigned to project(s) by supervisor and project manager(s).
Technical //
Familiar with ASCE 38-22 and 75-22.
Understands progression of SUE work as it relates to design phases (0-10% \u003d QL D, 10-30% \u003d QL C&B, 30-60% \u003d QL A).
Assists with proposal (scope & fee) preparation for small proposals.
Understands SUE field processes and SUE Quality Levels.
Understands plan reading / as-builts for some utility systems.
Perform review of Field vs. Record data and assist with the development of a SUE Plan set / Final Report.
Has basic CADD (AutoCad and/or MicroStation) experience.
Understands basic records research: utilizing 811 system to obtain records, local and national databases for utility info such as NPMS.
Comfortable interacting with client project staff.
Sets SUE projects up in VP.
Coordinates support vendors such as lane closure and hydro vac subcontractors.
Assigns work to CAD technicians.
Works with SUE field leads to reconcile field discrepancies.
Prepares initial draft SUE deliverables.
Is comfortable working in the SUE Collector Dashboard Map and can export SUE field sketches and photos to KMZ files for clients.

Outdoor Conditions.Includes walking and climbing on uneven surfaces, confined spaces, and exposure to extreme weather conditions (heat and freezing temperatures). Potential exposure to high noise levels and various allergens, including poison ivy, sumac, dust, pollen, and cedar. Potential exposure to wildlife hazards such as animals, insects, and plants.
Safety and Equipment Use.Regular use of personal protective equipment (PPE) is required, along with use of hand and power tools.
Driving and Vehicle Use.May involve driving large pick-up trucks with attached trailers, potentially operating watercraft, and for extended periods of time.
EXPECTED WORK HOURS
This is a full-time position, generally 40 hours per week, however, hours may fluctuate depending on department needs including the use of overtime.
CobbFendley’s standard operating hours are Monday through Friday, 7:30 AM to 4:30 PM CST. Generally, employees receive a 1-hour unpaid lunch break free of duty. Please note, operating hours and lunch hours may differ based on project workload, primarily for field staff.
WORK LOCATION FLEXIBILTY
This position is eligible for a hybrid schedule once the training period is complete as established by the department.
