Job Description

As Manager of the Safety Department, the incumbent provides daily administrative and technical management with a staff of personnel who perform safety inspections and training in support of NAS Jacksonville and the surrounding installations under the terms of the JBOS contract. Requires management and administration of safety programs in a DoD environment.

Job Responsibilities:

  • Manages safety resources, provides guidance, direction and establishes priorities for implementing safety and health policies, standards and procedures
  • Formulates, recommends and evaluates policies, procedures, and standards to ensure safety practices are consistent with prescribed laws, standards and JLL Midnight Sin IFMS, LLC (JBOS) goals.
  • Develops and conducts safety and health inspections, training, and orientation as required.
  • Performs Case Management for all workers injuries and compensation claims, interfaces with medical doctors providing treatment of employees, and recommends actions to avoid recordable or lost time injuries.
  • Manages workers compensation, auto and general liability insurance claims.
  • Maintains documentation for reporting purposes and audits.
  • Exercises independent judgment to ensure all safety policies are enforced.
  • Orders suspension of activities that pose threats to workers' health and safety.
  • Responsible for ensuring files in the Web Enabled Safety System/ Enterprise Safety Applications Management System (ESAMS) are created and filed as it relates to the Safety Annex contract responsibilities.
  • Recommends measures to help protect workers from potentially hazardous work methods, processes, or materials.
  • Reviews and approves all AHA's.
  • Investigates all job related and vehicle accidents to identify causes and to determine how such accidents might be prevented in the future.
  • Coordinates the Project Site's Safety and Health Committee meetings.
  • Investigates all unsafe working conditions reported by employees.
  • Manages safety training and education programs, including demonstrating the use of safety equipment.
  • Inspects facilities, machinery, and safety equipment to identify and correct potential hazards, and to ensure safety regulation compliance. Interviews employees to obtain information about work environments and workplace incidents.
  • Uses Safety Data Sheets (SDS) to identify chemical characteristics.
  • Work involves occasional travel to corporate offices or other sites as appointed to be part of an investigation team.
  • Work also involves other duties as assigned.

Qualifications/Education/Experience:

  • Previous Government experience preferred.
  • Previous CMMS work order management experience.
  • High School diploma or equivalent.
  • Five years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity in the past or three years' experience if he/she possesses a Certified Safety Professional (CSP) or safety and health degree.
  • Computer skills including advanced use of Microsoft Outlook, Excel, Word, and PowerPoint
  • Must have excellent written and verbal communication skills.
  • Familiarity with national consensus safety standards to include but not limited to: CFR 1910, CFR 1926, OSHA, USACE EM 385-1-1, NEC, NFPA, ANSI, and NAVSEA.

Licenses and Certifications Requirements:

  • State of Florida Class "E" driver's license or equivalent.
  • 30-hour OSHA training course (general or construction) required.
  • American Heart or Red Cross CPR certification required within 45 days of hire date. Successful completion of the following courses.
  • Occupational Safety and Health Standards for General Industry OSHA 501.
  • Occupational Safety and Health Standards for General Industry OSHA 511.
