Job Description:
The DHHS Behavioral Health Division is seeking an experienced Administrator to serve as the point of contact for the statewide behavioral health network for youth, crisis and specialty discharge services while facilitating communication and collaboration within child-serving divisions of DHHS.
As Administrator you will ensure coordinated system responses and provide leadership on issues related to children and youth behavioral health disorders, evidence-based practices and service delivery and assisting with the implementation of new services for youth, especially those not currently covered under Medicaid.
$32.067 Hourly to start. $33.671 Hourly after successful completion of original probation.
Please note: This is not an on-call emergency position and does not have direct contact with those we serve.
The position is located at the Nebraska State Office Building in Lincoln and is not a field position. This is an office position - remote work is not available.
Examples of work:
Acts as the primary contact for the youth behavioral health network, crisis, and specialty discharge services statewide.
Manages the Youth Services and Emergency Systems Unit within the Division of Behavioral Health.
Promotes collaboration among DHHS child-serving divisions for coordinated responses to behavioral health disorders, evidence-based practices, and service delivery.
Facilitates communication with crisis organizations (e.g., 988, 911, Nebraska Family Helpline) for community-based crisis services.
Ensures goals are met and policies are consistently applied, overseeing project outcomes and efficiency.
Identifies and addresses changes in work plans, priorities, and operational issues.
Provides expertise on behavioral health trends and supports child-serving divisions and service providers.
Directs the strategic plan for youth and emergency systems and manages the Project Manager under a public/private partnership.
Prepares and administers state and regional strategic planning and budget for youth services; develops performance indicators.
Maintains the Disaster Behavioral Health response plan and coordinates with FEMA and disaster agencies.
Monitors the federal PASRR contract for program activities and compliance outreach to long-term care providers.
Performs administrative functions including strategic planning, monitoring, policy development, and continuous improvement.
Oversees Unit budget preparation, audits expenditures, and reallocates funds as necessary.
Coordination with behavioral health service providers including emergency services, emergency system coordinators, and youth system coordinators.
Maintains the federal contract for 988 emergency crisis line services including ensuring statewide providers are entering data, coordinating promotion efforts, and standards and practices are in accordance with federal requirements. Ensures access is available to crisis lines.
Requirements/Qualifications
Minimum Qualifications: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year for-year basis.
Preferred Qualifications:
At minimum a bachelor's degree in a public health and human services field.
Demonstrated Administrative/Management experience a must.
Demonstrated public speaking experience a plus.
