The Manager, Quality Oversight is responsible for establishing and managing the Quality Oversight Division within Rail Operations, encompassing both Light Rail and Commuter Rail systems. This role ensures compliance with the Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) regulations. The position is critical in implementing a robust Quality Management System to maintain operational safety, reliability, and efficiency across all rail services.

ESSENTIAL DUTIES and RESPONSIBILITIES:



  • Quality Oversight Management: Manage a team of Compliance Officers and Quality Inspectors specializing in Vehicle Maintenance, Infrastructure, and Transportation to uphold high standards of safety, reliability, and efficiency. Oversee quality-related aspects of projects, including planning, execution, and monitoring to ensure compliance with standards and objectives. Serve as a liaison for contractor QA staff, coordinating quality assurance efforts across internal and external stakeholders to support successful project delivery.


  • Audit and Inspection: Manage regular audits and inspections to evaluate compliance with operational standards, safety requirements, and maintenance protocols. Provide oversight of external audits and inspections. Audit contractor QA/QC processes to ensure compliance with approved Quality Management Plans. Monitor the implementation and effectiveness of corrective actions, address non-conformances, and provide detailed reports on audit findings and compliance metrics to senior management.


  • Regulatory Compliance: Serve as the primary liaison with regulatory agencies to ensure all rail operations comply with FTA and FRA requirements. Maintain accurate documentation and proactively address regulatory updates or changes.


  • Performance Monitoring: Analyze inspection, audit, and performance data to identify trends and areas for improvement. Develop and monitor Key Performance Indicators (KPIs) to measure the success and impact of quality oversight activities.


  • Policy and Procedure Development: Collaborate across Rail Operation divisions to develop and refine Standard Operating Procedures (SOPs) that align with federal regulations. Create and streamline internal processes to promote continuous improvement and effective risk management.


  • Training and Development: Design, coordinate and implement training programs to educate staff on quality standards, inspection protocols, and regulatory requirements. Foster a culture of safety, accountability, and continuous learning through regular professional development initiatives.

  • Perform all other job-related duties as assigned.

QUALIFICATIONS:


  • Bachelor's degree in Transportation, Business Administration, Quality Management, Engineering or a relevant field.

  • A minimum of three years, five preferred, of experience in quality management or regulatory compliance, to include experience performing quality audits, experience in rail operations preferred.

  • A minimum of two years of experience in a supervisory or lead role. 

  • Knowledge of FTA and/or FRA industry regulations and standards.

  • Experience with Quality Management System in a rail or transportation environment.

  • Prior experience serving as a liaison between internal stakeholders and external contractors is highly desirable.

  • Proficiency in audit processes, data analysis, and report preparation.

  • Able to work extended hours, including nights and weekends, as required.

  • Ability to complete FTA’s Public Transportation Safety Certification Training Program (PTSCTP).

  • Strong leadership and team management capabilities.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Effective communication and interpersonal skills, with the ability to collaborate across divisions.

  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.

  • Proficient with Microsoft Office Suite

Pay Range:

$109,309.00 - $154,398.25 Annual
