Experience Requirement: • 10+ years of experience in accounting/finance, with at least 5 years in payroll management in a multi-state, multi-company environment. • Extensive knowledge of certified payroll (Davis-Bacon Act) and prevailing wage laws. Experience using LCP Tracker is a plus. • Experience in the construction industry, specifically in heavy/civil, commercial, or specialty contracting, is required. • Experience with processing in-house payroll is required.
Special Skills: • Certified Payroll Professional (CPP) certification from the American Payroll Association is prefer
Travel Requirement: Intermittent travel to project site(s) or training/education seminars
Description

We are currently seeking a Payroll Manager to join the Wagman team. Reporting to the Controller, the Payroll Manager is responsible for overseeing and executing timely, accurate weekly payroll operations, ensuring compliance with local, state, federal, and industry regulations, and leveraging advanced payroll software and Excel skills to optimize payroll functions. This role will involve managing multi-state payroll processing, tax compliance, and supervising payroll personnel in a fast-paced environment.

Wagman is a multi-faceted construction firm with operations in heavy civil, general construction and geotechnical construction services. Founded in 1902, Wagman is a fourth generation, family-owned company with offices in Pennsylvania and Virginia.

Qualifications:

  • 10+ years of experience in accounting/finance, with at least 5 years in payroll management in a multi-state, multi-company environment.
  • Extensive knowledge of certified payroll (Davis-Bacon Act) and prevailing wage laws. Experience using LCP Tracker is a plus.
  • Experience in the construction industry, specifically in heavy/civil, commercial, or specialty contracting, is required.
  • Experience with processing in-house payroll is required.
  • Experience with payroll software such as Viewpoint V6/Vista and Trimble-related applications is a significant plus.
  • Strong proficiency in Microsoft Excel and other Microsoft applications.
  • High level of confidentiality, trustworthiness, and unquestionable integrity.
  • Exceptional attention to detail, accuracy, and consistency in payroll processing.
  • Strong understanding of payroll tax regulations, garnishments, and deductions.
  • Ability to work independently and collaboratively in a fast-paced, team-oriented environment.
  • Excellent problem-solving, communication, and organizational skills.
  • Self-motivated with strong critical thinking skills and a superior work ethic.
  • Must have a valid driver's license.

Essential Functions:
• Manage and execute weekly payroll processing for all employees, ensuring accuracy and timeliness.
• Ensure compliance with certified payroll requirements under the Davis-Bacon Act and other prevailing wage regulations.
• Maintain accurate payroll records and generate required reports.
• Oversee multi-state payroll processing and ensure tax compliance.
• Utilize advanced Excel skills (pivot tables, VLOOKUPs, complex formulas) for payroll data analysis.
• Work with construction payroll software such as Viewpoint V6/Vista and remote time entry applications to streamline payroll operations.
• Assist with audits, workers’ compensation reporting, and union payroll requirements (when applicable).
• Coordinate with HR and accounting departments to ensure seamless payroll integration.
• Troubleshoot payroll discrepancies and provide timely resolutions.
• Manage and supervise payroll personnel, ensuring team productivity and accuracy.
• Develop and maintain appropriate, effective internal controls and quality control systems for payroll accuracy and compliance.
• Stay updated with federal, state, and local payroll regulations specific to the construction industry.
• Analyze payroll systems and workflows to implement process improvements.
• Conduct training for payroll personnel and employees using remote-time entry systems (e.g., HeavyJob).
• Interact with employees to answer payroll-related questions and provide assistance, as necessary.
