Paragon Professional Services (PPS), a subsidiary of Bering Straits Native Corporation, is
currently seeking a qualified Project Manager. The candidate will be
performing all facets of the project to include business management, contract management,
budget tracking, and other various tasks as assigned.
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range
of duties performed for this position and are not intended to reflect all duties performed within
the job. Other duties may be assigned.
Provide a single point of contact for coordination with Government and execution of
DHS-ICE directives.
Ensure PBNDS 2011 and ACA standards are communicated to the work force, and that
performance-based standards are met in every aspect of services provided.
Document ICE and ERO metrics.
Meeting weekly with the COR to review performance and to plan improvements.
Monitoring and reporting compliance with the staffing plan.
Providing effective administrative support.
Ensuring the Quality Control Plan is executed effectively.
Monitoring and mentoring subordinate managers, Supervisors, and Detention Officer
performance.
Ensuring Facility Security and Control performance measures are achieved.
Ensuring delivery of the Monthly Activity Report that summarizes staffing, activities,
and performance for the previous month.
Ensuring the annual review of emergency plans, post orders.
Ensuring contract compliance through close supervision of Operations and
Administration.
Drafting replies to client-identified performance concerns; devising Plans of Action to
address and identified performance discrepancy.
Conducting unannounced, random shift-by-shift inspections to verify logs, records,
procedures, and qualifications of Officers assigned to posts.
Reporting Operational, Administrative, and Logistics issues to Corporate.
Notifying appropriate ICE authorities/Corporate of all disciplinary matters, health
concerns, etc., which may affect clearance eligibility.
Act as a member of the selection panel for management and Supervisory positions.
Issuing final disciplinary measures; Informing Union of such actions, ensuring
appropriate representation is provided to employees.
Managing and coordinating Detention, Transportation and Food Service, and
Commissary Operations for federal detention facility in accordance with PBNDS 2011,
ACA Standards, Facility Policies and Procedures, and various other Federal directives
and regulations.
Overseeing the administration and supervision of federal detainees, ensuring that
contract staff observes all rights and privileges afforded to detainees.
Conducting investigations as necessary of incidents involving detainees and employees
Tracking Deliverables; providing required reports.
Providing annual performance appraisals of all subordinate managers.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
Bachelor's Degree in appropriate discipline and at least 10 years of related
detention management experience. 10 years of supervisory experience in relevant field
maybe substituted for degree requirement.
Must demonstrate at least 4 years of work experience in working with ICE National
Detention Standards, and/or ICE Performance Based National Detention Standards
Must have at least 4 years of project management experience managing a secure
detention/correctional facility.
Must meet ACA requirements and possess a valid ACA Certified Corrections Manager
CCM) Certificate
Must have current DHS public trust T1 or T2 Security Clearance
Must demonstrate at least 4 years of work experience related to working with labor
unions and responding to union grievances
Must be able to pass a physical examination and fitness test based upon government and
company standards.
Certifications related to Prison Rape Elimination Act (PREA)
Knowledge, Skills, Abilities, and Other Characteristics
Applicant must have knowledge, skills, abilities and characteristics that display sound
leadership principles for operating a complex and fast paced operation with several
hundred staff and stakeholders.
Applicant must demonstrate having knowledge and understanding ICE National
Detention Standards/Performance Based National Detention Standards and compliance
components
Applicant must demonstrate having knowledge and understanding of ACA standards.
Must have proficiency in various Microsoft Office Suite programs such as Word,
Excel, Power-Point and Outlook.
Applicant must be proficient in writing reports of up to 10 pages involving incidents,
proposals and corrective actions.
Preferred
Masters Degree or PhD in appropriate disciplines
Fluent in Spanish
ACA Certified Correctional Executive (CCE)
Certifications in Leadership from accredited educational insitutions or organizations.

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne
by an employee to successfully perform the essential functions of this job.
Job is performed in an a detention facility setting. Employee will potential be subjected to
encountering situations such as physical acts of violence, emergency incidents involving
medical emergencies and fires. The job could potentially entail long periods of standing
and long exposure to natural elements, such as hot and cold temperatures, rain and wind.
SUPERVISORY RESPONSIBILITIES
Hires and supervises direct reports.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, you will be required to pass a pre-employment drug screening
and have acceptable background check results. If applicable to the contract, you must also obtain
the appropriate clearance levels required and be able to obtain access to DHS installations.
