Job Description:

SUMMARY

Paragon Professional Services (PPS), a subsidiary of Bering Straits Native Corporation (BSNC)

is seeking a highly motived and qualified applicant to fill the role as a Deputy/Assistant Project

Manager. The Deputy Project Manager is responsible for providing direct supervision and

oversight for a DHS ICE detention and security contract in El Paso, Texas.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties

performed for this position and are not intended to reflect all duties performed within the job.

 Conducting liaison with ICE Staff as necessary to promote operational efficiency.

 Provide oversight for the PREA Coordinator

 Reviewing disciplinary recommendations from Shift Captains and recommending

discipline to the PM. Respond to Grievances at Step 2. Tracking discipline issued

via database.

 Counseling employees on performance deficiencies as necessary

 Reporting Operational, Administrative, and Logistics issues to PM.

 Publishing Memos to staff concerning safety awareness, hazard abatement and

performance issues.

 Notifying Project Manager of all disciplinary matters, which may affect clearance

eligibility.

 Manage the random urinalysis program.

 Act as a member of the selection panel for management positions, LT promotions

and Officer of the Month/Quarter.

 Assisting the Project Manager in managing and coordinating Detention

Operations for federal detention facility in accordance with PBNDS 2011 and

ACA Standards.

 Assisting the Project Manager in overseeing the administration and supervision of

federal detainees, ensuring that contract staff observes all rights and privileges

afforded to detainees.

 Preparing various reports; forwarding report to COR; presenting invoices to COR.

Conducting daily verification of the Record of Presence and computation of

productive manpower hours ensuring appropriate signatures, correct math

computations, ensuring no transposition errors, and any corrections are executed

on the form.

 Reviewing daily and weekly payroll input to Corporate, ensuring sick leave,

vacation time is reported.

 Conducting investigations as directed by the Project Manager.

 Reporting all Workers Compensation injuries to Corporate Office.

 Monitors the Safety & Environmental Health Manager for program effectiveness.

QUALIFICATIONS ‐ EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

 Bachelor's Degree in appropriate discipline. Degree requirement be met by completion of

career development program that includes work related experience, training, or college

credits at the level of achievement equivalent to the bachelor's degree.

 5 Years of related industry experience within a detention or correctional operations.

 5 Years of general experience in Human Resources Related topics.

 A minimum of 3 years of experience and knowledge of program objectives, policies,

procedures, and requirements for managing detention and correctional operations.

 Ability to communicate clearly both orally and in writing

 ACA Membership: Must possess a Certified Corrections Manager (CCM) certificate

 Must have at least 1 year of experience in Department of Transportation regulation and

Compliance involving detention buses and/or vehicles.

 Must be able to obtain PREA certification within 6 months of employment.

 Must be proficient in utilization of a firearm and meet ICE firearm

qualification standards.

Knowledge, Skills and Abilities

 Organizational skills commensurate with position.

 Ability to communicate clearly both orally and in writing

 Computer skills including proficiency in various Microsoft Office Suite programs such as

Word, Excel, Power-Point.

 This position is not subject to federal requirements regarding Department of Transportation

"safety-sensitive" functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee

to successfully perform the essential functions of this job.

Work is performed in an office setting with exposure to computer screens and requires extensive use of a

computer, keyboard and mouse. The noise level in the work environment is usually moderate. Upon

completion of in-office training, a hybrid work schedule is available with 2 days work from home/week. This

is subject to changes in the Corporate Policy.

SUPERVISORY RESPONSIBILITIES

 No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have

acceptable reference and background check results. Must have reliable transportation to/from work a

necessity.
