Job Description: Payroll Manager
Essential Duties and Responsibilities:
Manage monthly, quarterly, and annual payroll reporting and reconciliations.
Process Department of Labor reports for multiple states.
Remit monthly union fringe reports and quarterly unemployment reports and payments.
Write Cognos Reports and IDI Views.
Handle annual W2 and Affordable Care Act reporting.
Transmit 1095C files weekly to the third-party administrator.
Update payroll records and accounting information systems.
Maintain Excel timesheet import spreadsheets for project time tracking.
Collaborate with project staff to ensure accurate pay rates.
Provide payoff check information and manage payroll corrections.
Serve as the main contact for bank reconciliations on payroll and petty cash accounts.
Maintain and update union rates and fringe rates in eCMS.
Perform ongoing reviews of payroll module setups for consistency.
Balance 941 forms quarterly and W2 forms annually.
Set up new union and prevailing wage rates by project.
Transmit unemployment documents and respond to claims.
Complete VOEs and manage unemployment audits.
Manage the online new hire/rehire site and act as the company's point of contact.
Stay informed about payroll fraud trends and coordinate with the Controller on policies and procedures.

Model and reinforce safety as a top priority.
Meet schedules and deadlines, adhere to policies, and maintain good attendance.
Ensure client satisfaction through professional handling of issues.
Represent the company positively with external parties.
Assist others to accomplish organizational work, even outside regular duties.
Perform other duties as assigned by the Supervisor.
Management Responsibilities:
Hire, train, coach, discipline, and develop employees within the department.
Achieve results through effective leadership and adherence to policies.
Supervise the payroll department and plan departmental goals.
Knowledge, Skills, and Abilities:
Read, analyze, and interpret business periodicals, professional journals, and regulations.
Write simple correspondence and perform basic arithmetic operations.
Apply common sense to carry out detailed instructions.
Organize and manage time and duties efficiently.
Understand union payroll, prevailing wage, and wage regulations in the construction industry.
Utilize Microsoft Office applications and project management software.
Education and Experience:
Bachelor's degree or equivalent from a four-year college or university.
2 years of general ledger work experience or equivalent combination of education and experience.
Knowledge of Windows operating environment and Microsoft Office products.
Travel and Attendance:
Travel to company and subsidiary offices, client meetings, and other locations as required.
Regular and reliable in-person attendance as required by the Supervisor and company guidelines.
