The Challenge

Senior leaders in the Department of the Navy (DoN) require well-crafted Executive Core Qualifications (ECQ) narratives for career advancement. At JCTM, we are seeking an experienced ECQ Writer to support Strategic Systems Program (SSP) Headquarters by developing impactful leadership documentation for SES candidates.

Challenging Projects

As an ECQ Writer on our team, you will conduct structured interviews with SES candidates to collect career achievements.  You will draft high-quality ECQ narratives following U.S. Office of Personnel Management (OPM) guidelines.  Additionally you will ensure alignment with ECQ competencies: Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions.  You will also provide coaching and editorial support to enhance candidate submissions.

Key Responsibilities

  • ECQ Writing & Advisory Support:
    • Draft tailored ECQ narratives that highlight leadership impact and measurable results.
    • Provide strategic guidance on aligning career experiences with OPM standards.
    • Conduct peer reviews to ensure clarity, structure, and compliance.
  • Competency-Based Coaching & Training:
    • Offer one-on-one coaching to SES candidates on ECQ development.
    • Deliver training workshops on storytelling techniques and leadership competency alignment.
    • Develop instructional guides and templates to assist candidates in ECQ preparation.
  • Quality Assurance & Process Improvement:
    • Maintain compliance with OPM and DoN submission standards.
    • Implement a structured review process to improve ECQ effectiveness.
    • Track progress reports and timelines for ECQ completion.

State-of-the-Art Technology

Leverage secure DoD communication tools, document management systems, and AI-powered writing assistants to craft precise and compelling leadership narratives.

New Skills

Gain hands-on experience in federal executive talent development, leadership narrative coaching, and OPM hiring methodologies.

Room to Grow

Opportunities exist to expand into leadership training, executive advisory services, and federal HR consulting.

You Have

  • Active SECRET clearance
  • Bachelor’s Degree (preferred in Communications, English, Public Policy, or related field).
  • 5+ years of experience in executive writing, federal documentation, or strategic communication.
  • Strong understanding of OPM ECQ competencies and SES selection processes.
  • Expertise in technical writing, structured interviews, and leadership storytelling.
  • Ability to work independently with confidential executive-level information.

Nice to Haves

  • Experience with DoD or Navy personnel documentation.
  • Background in public administration or HR advisory roles.

Clearance

Applicants selected will be subject to a security investigation. A Secret Clearance is required.
