What You'll Do

The Regional Director is responsible for providing leadership and oversight of assigned geographic Foster in Texas (FIT) offices to ensure they are operating in compliance and in accordance with Agency standards, state licensing standards, and other federal, state, and local regulatory requirements. Responsibilities

Work Standards

  • Monitor and evaluate all Family Services programs and services to ensure they are being provided in compliance with all licensing standards and regulatory requirements; regularly evaluate the quality and consistency of the programs
  • Design and develop treatment protocols that can advance foster care children, parents, and family care and needs and apply consistency throughout the program
  • Serve as a key contributor to the strategic planning process as it relates to the Foster Care and Adoption programs and services
  • Research and identify program services, expansion, improvements, and enhancements to meet Agency and department goals and objectives
  • Oversee the review and evaluation of Foster Care and Adoption programs and services

Communication

  • Lead, manage, and implement quality improvement efforts using collected data, industry trends and statistics, and program metrics
  • Create and maintain current dashboards and metrics of program goals and accomplishments; report to leadership as requested
  • Monitor and ensure all case files and notes and other documentation requirements are being followed according to Agency policy and licensing and regulatory standards

Fiscal Management

  • Demonstrate efforts to manage a budget within budget limits and constraints
  • Using statistical data provide monthly, quarterly, and yearly reports of program outcomes, personnel costs, and operating costs
  • Ability to apply costs to program services and the return on investment in terms of program outcomes, such as foster care and adoption placements

  • Plan and coordinate a collaborative interdisciplinary team approach in managing program services for foster care children, parents, and families
  • Assist with the review, completion, and submission of new grants and contracts and grant and contract renewals

Building Relationships

  • Research, identify, and develop community relationships and partnerships to enhance, expand, or improved program services
  • Serve as an advocate for foster care and adoption services by recommending program improvements and enhancements to meet foster care and adopted children, parents, and family needs
  • Meet with key stakeholders and community leaders to bring about awareness and provide community education on Foster Care and Adoption programs and services
  • Respond to escalated foster care children, parents, families, community partners, and professional service providers in a timely manner; establish grievance policy and procedures and promptly respond to filed grievances
  • Lead collaborative efforts and activities with internal and external stakeholders, management, staff, and community partners to ensure all foster care children, parents, and families are receiving the quality of services needed to meet their needs
  • Develop and maintain positive strong working relationships with the interdisciplinary and treatment teams foster children, foster parents and families, professional service providers, and community partners, while maintaining boundaries always
  • Work as team player and exhibit professional behavior and a positive attitude with both internal and external clients that reflects positively on the Agency and is consistent with Agency policies and practices
  • Actively participate in exhibiting cultural awareness and sensitivity when interacting with children, parent(s)/guardian(s), staff, and the community

Developing & Engaging Others

  • Coach and support staff to ensure they have the necessary tools and resources needed to optimize performance, ensure established program goals, and achieve operational excellence.
  • Communicate with direct reports in periodic one-on-one meetings
  • Organize and deliver regularly scheduled staff meetings to communicate present, on-going, and future updates of pertinent information, projects, and initiatives
  • Work closely with management team to interview, hire, and onboard new employees who are strong cultural fits for Upbring
  • Work in collaboration with leadership and the Organizational Development and Culture Team to arrange training; when needed, coordinate and/or provide in-service training for staff development
  • Regularly review employee performance, including goals and progress, to provide developmental feedback: use applicable agency development tools to facilitate growth and development in staff
  • Draft and issue the 90-day and annual evaluations, along with supporting documentation, as per established procedures; work in collaboration with staff to set goals during evaluation periods



Qualifications

Minimum Qualifications

  • Bachelor’s degree in Social Work, Counseling, Psychology, or closely related field
  • Child Placement Management Staff (CPMS)
  • 5 years ‘professional experience in foster care, adoption, or child welfare
  • 3 years’ supervisory or management experience

  • Strong organizational and time management skills, with the ability to pay attention to detail
  • Demonstrated ability in managing all clinical aspects of the facility

  • Strong organizational and time management skills, with the ability to pay attention to detail

Preferred Qualifications

  • Master’s degree in Social Work, Counseling, Psychology, or closely related field
  • LMSW, LMFT, or LPC
  • Bilingual (English and Spanish based on service area and service population)

  • This position requires sitting and looking and using a computer for long periods of time
