High Transit LLC assists heavy hauling companies in moving a wide variety of oversize and overweight loads. We provide specialty services for customers in the civil construction, transportation, building construction, manufacturing, Marcellus Shale, and heavy equipment industries. We are seeking an Escort Supervisor to support our High Transit team.
The Permit Supervisor is responisble for managing the Permit Department consisting of those employees who are responsible for the day-to-day acquisition of OS/OW hauling permits as required by State, City, and Local permits. The Permit Manager is ultimately responsible for assuring that no HSS, HCG, or Third-Party load is delayed due to Permit related issues, thus achieving zero back-charges directed to the forementioned High Companies and Third-Party customers. The Permit Manager must facilitate the hiring, training, and productivity of Permitting related positions to ensure that High Transit, HSS, and HCG maintain an excellent relationship with all appropriate permit agencies, Department of Transportation personnel, and state and local police forces.
This is a Monday- Friday position working 1st shift, located in Lancaster, PA.
Essential Job Functions:
Ensure that the Permit Department provides the required state and local permissions to enable safe, lawful, and on-time travel of OS/OW loads supporting HSS and HCG. Goal is maintained as zero back-charges or extra costs due to permitting issues.
Facilitate and serve the Permitting staff with solutions to any problems that arise. Keep the team of employees motivated by setting goals, encouraging ideas, cross-training and expanding abilities, and promoting teamwork through communication of daily workload assignments. Develops and maintains a well-coordinated and efficient organizational structure. Provides guidance and direction to subordinates with a view towards personal and professional achievements.
Initiate hiring process and coordinate job postings with HR to maintain the required staffing as directed by the HT Operations Manager.
Must perform reviews, address any disciplinary issues, and encourage/recognize exemplary performance and good measure.
Assists in the development of proposed capital and operating budgets for the Shipping and Logistics group. Reviews department expenses for conformance to planned and approved levels.
Keeps abreast of network linkage opportunities with both permit agencies and the various Department of Transportation to continually decrease information and permit processing time. Makes recommendations to the High Transit leadership team regarding capital and systems improvements.
Evaluate need to apply for OS/OW hauling permits directly with individual state D.O.T. versus continuing to apply through 3rd party permit services.
Maintain balance of application efficiency and staffing versus benefit of direct relationships with D.O.T. personnel, along with benefit of auto-approved permits.
Execute desired need by establishing account and permit site log-in for permit team employees.
Must be well versed in all aspects of the Permitting and Escorting rules, regulations, and processes; including but not limited to items below
The ability to prepare applications and obtain hauling permits for each state, municipality, or road authority required to ensure timely and accurate availability to meet shipping commitments. Calculate costs and procure appropriate fees, when necessary. Arrange for receipt and proper, timely distribution of permits and coupons.
Maintain a scope of upcoming Department of Transportation superload moves to submit the proper documentation in a timely fashion, enabling the on-time receipt of the final superload permit to ensure load movements on the scheduled dates as determined by the shipping schedule.
Recognize the parameters for New York City Department of Transportation superloads, requiring the Submission of Geometric Survey reviews in a timely fashion to prevent delays in shipments to New York City and Long Island jobsites. The incumbent is also responsible for recognizing the need for Parkway and restricted travel permits as required by stated routing to access affected jobsites.
Maintain continuous communication with all permit agencies and state Department of Transportation personnel so that any problematic issues can be resolved expeditiously to maximize customer service and minimize HSSI, HCG, and High Transit financial exposure.
Must be familiar with the Pennsylvania Certified Escort Vehicle Operator (C.E.V.O.) program for PA superload moves
Arranges state and local police agencies as required in support of planned moves.
Help to plan, prepare, and effectively communicate information at High Transit OTR and Escort Driver meetings: this will also include presentations and hosting of questions during High Transit OTR meetings to enable harmony between the two groups.
Marginal Job Functions
Represents High Transit in transportation related activity such as the Specialized Carriers/Riggers Association. Maintain awareness of industry standards and innovations.
Identify and schedule opportunities for state D.O.T. visitations, jobsite visitations, and other instances that could establish contacts with D.O.T. officials, city officials, and police. Example: Maryland Safety Summit, PennDOT visitation.
Offers cooperation and consultation to other High Industries companies when there is need for the incumbent’s experience and expertise.
Promotes a favorable image of High Transit, HSS, and HCG with customers and outside contacts in all activities and associations to further the interest of High Transit, HSS, and HCG to promote the goodwill of others toward the company.
Request Certificates of Insurance through AON as required for Permitting purposes.
Maintain and create Vendor Files for new D.O.T. and police entities to establish corresponding number required for use in new Shipping Schedule. Currently implemented at HCG.
May be required to perform other duties and functions as directed by the HT Operations Manager.
