Overview:

ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst position will support the development of requirements and technical documentation by conducting interviews, facilitating workshops, and analyzing information to define application needs. This role will involve collaborating with stakeholders to identify gaps, resolve conflicts, and document processes and designs. Responsibilities include assisting in solution development, creating use cases, and preparing functional documentation for IT hand-off. This analyst will also support change management, system testing, and process improvement initiatives while maintaining clear communication with team members and stakeholders. This position requires strong analytical skills and the ability to manage and document complex technical systems. This full-time position is located in Vancouver, WA.


Pay Rate: $41.13 - $58.76

Responsibilities:

  • Support Requirements Development and Technical Documentation:

  • Conduct interviews and facilitate workshops to elicit application requirements.

  • Research, analyze, model, and organize information for developing requirements.

  • Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and application needs.

  • Facilitate requirements validation sessions, identify gaps, and present findings.

  • Resolve requirement conflicts between stakeholders for manager concurrence.

  • Research, document, and validate current and future state processes and designs (functional and technical).

  • Help define approach, alternatives, and a decision framework for alternative solutions analyses.

  • Help define and execute business analysis approaches.

  • Assess and document descriptions of complex technical systems.

  • Solution Development and Proposal Documentation:

  • Facilitate design sessions, key decision-making sessions, team meetings, sponsor meetings, and stakeholder engagement sessions.

  • Facilitate and assist in technical process improvement initiatives.

  • Complete documentation for solution development, including use cases, requirements, test plans, process maps, and standard desk procedures.

  • Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.

  • Solution Build and Technical Documentation:

  • Prepare functional and technical documentation for hand-off to IT workgroups.

  • Work closely with IT development teams to document solutions and facilitate information sharing.

  • Draft documentation for end-user and operational manuals.

  • Create documentation for reporting of business architecture-related information.

  • Proactively communicate key updates and documents to team members, sponsors, and stakeholders.

  • Support project manager in the maintenance of project information including scope, status, schedule, budget, forecast, risks and issues, and resources.

  • Support project manager in the coordination of teams contributing to the project.

  • Implementation and Change Management:

  • Support development and implementation of change management plans that reduce employee resistance and empower management as change sponsors.

  • Facilitate various system verification activities such as systems and user testing.

  • Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.

  • Build process documentation and presentations on process flows and requirements.

  • Assist in the delivery of process presentations.

  • Solution Maintenance and Technical Documentation:

  • Develop product and process manuals, user guides, and other content that distills technical information with ease and clarity.

  • Complete and improve user manuals, onboarding, and training documentation.

  • Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.

  • Compliance Report Writing:

  • Develop and draft associated documentation required for mitigation plans, compliance packages, milestone updates, mitigation completion packages, and data requests.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.


Requirements:

  • A degree in Business Administration, Management, Computer Science, Engineering, Organizational Development, or related technical discipline is preferred.

  • 8 years of experience is required with an applicable bachelor's degree.

  • 10 years of experience is required with an applicable associate degree.

  • 12 years of experience is required without a degree or applicable degree.

  • Experience should be consistent with the specific requirements of business systems analysis and progressively more technical in nature.

  • Advanced knowledge of Visio and/or other flowchart tools.

  • Expert proficiency in Excel, PowerPoint, and Word.

  • Expert proficiency in writing technical reports and documentation for IT systems.

  • Experience in utilizing a requirements management tool.

  • Experience using SharePoint.

  • Experience with Project Delivery.

  • Experience documenting processes.

  • Experience with Agile and Waterfall methodologies.

  • Valid U.S. Driver's License is required.
