Job Description Under general administrative direction, the Manager of Clinical Nursing Education is accountable for the design and implementation of clinical nursing education programs within Patient Care Services which supports the strategic plan of the organization and achieves clinical, financial and service quality objectives. This role is accountable for the quality of clinical nursing education programs developed and implemented. This manager is responsible for designing and maintaining education systems to support multidisciplinary team functioning and continuity of services. The Manager of Clinical Nursing Education, or his/her designee serves as a key participant in organizational project teams and work groups to assure the educational needs of the nursing staff are addressed.
Principal Responsibilities and Tasks

Leads a team of Clinical Practice and Professional Development Coordinators to develop, coordinate, and implement, and evaluate education systems for care delivery and clinical services which meets clinical, financial and service quality objectives.
In collaboration with clinical and administrative leadership, assesses education requirements for care delivery systems to meet changing patient population requirements. Plans education strategies and services to meet clinical objectives.
Ensures excellence of clinical practice and patient care services, including meeting or exceeding customer requirements, improving clinical outcomes and achieving productivity and expense reduction goals through the development and implementation of exceptional educational programs. In collaboration with Administrative leadership, assures that educational programs, services and staff performance meet regulatory requirements and professional standards.
Manages practice partnership(s) which meet the requirements of all customers (patient, staff and payers) and which involve staff in decision making and departmental operations.
Collaborates with multidisciplinary team members to assess, redesign and continually improve effectiveness and productivity of clinical education programs.
Develops effective administrative, coordination and communication systems. Ensures effectiveness of clinical education service line operations.
Uses a variety of data and information resources to assess evolving education program requirements and evaluate education program performance.
Assumes a leadership role in managing the quality of education services provided at the departmental and organizational levels.
Implements educational systems to manage and improve the performance of nursing clinical practice processes and to improve the performance, consistency and coordination of cross functional processes.
Implements educational systems to assess and respond to customer perceptions of service. Is visibly involved in obtaining customer feedback, incorporating customer requirements into educational program design and requiring staff performance which meets customer requirements.
Teaches, coaches and mentors staff in effective process analysis and improvement techniques and in using data to assess and improve educational program performance.
Through collaboration with the Director of Translation to Nursing Practice, creates and maintains Clinical Practice and Professional Development policies and procedures to guarantee consistent up-to-date clinical education performance.
Identifies the educational and professional development needs of nursing and patient care staff. Develops, implements, and evaluates programs to enhance clinical quality and promote professional growth. Provides leadership in program development across the educational continuum from student nurse to nurse leaders.
Assumes responsibility for comprehensive professional development programming and services within area of responsibility and expertise.
Assesses, develops strategies, and implements education based on analysis of organizational performance, regulatory requirements, emerging practice standards, and identification of customer requirements in close collaboration with the clinical practice service line.
Develops, implements, and evaluates appropriate evidence-based educational approaches to accomplish desired training outcomes.
Mentors unit-based educators in assessment, development, implementation, and evaluation of educational activities.
Maintains accountability for personal continuing education and professional development; maintains an awareness of the political climate related to health care, clients served, and the profession of nursing.
Engages staff and encourages continued skills development and accountability of staff and leadership at all levels of the organization.
Manages human and fiscal resources to meet financial goals and achieve identified outcomes within the Department of Clinical Practice and Professional Development
Effectively participates in the development, communication, monitoring and management of salary, non-salary and capital budgets within the clinical education service line in collaboration with the Director of Translation to Nursing Practice.
Effectively incorporates patient care requirements, nursing practice patterns and payor requirements into cost effective clinical education delivery systems.
Assures maximal effectiveness and efficiency of clinical education service line staffing. Develops clinical education staffing systems which respond effectively and quickly to changes in departmental and organizational priorities.
In conjunction with administrative leadership, ensures adherence and administration of UMMS Human Resource's policies and procedures.
Manages the recruitment, selection, and orientation of employees for the clinical education service line. Ensures staff competency verification, professional development and recognition.
Assists with the creation of effective performance management systems which provide clear expectations to staff in the clinical education service line, support staff participation in peer feedback and effectively address individual and group performance outcomes.
Conducts performance reviews, and performance management on direct report staff.
Participates in regular meetings with the Director of Translation to Nursing Practice to review clinical education operations.
Creates an atmosphere which fosters team work and open communication among staff. Models effective behaviors as a facilitator, coach and group leader.
Serves on appropriate Medical Center committees with a focus on clinical education of nursing staff and unlicensed personnel.
Effectively uses, interprets, applies and communicates data and information from multiple sources which effect educational programs. These data sources may include financial reports, clinical and service quality data, human resource data and information from the external market. Effectively interprets changes in key indicators for staff and directs staff in applying information to changes in educational programs.
Interprets departmental and organizational goals and objectives to education service line staff. Translates organizational mission, values, and priorities into goals and objectives within the clinical education service line. Facilitates staff discussion and response to issues which effect nursing education.
Supports innovation in clinical education by staying current with innovations and literature in nursing education and healthcare. Disseminates and incorporates evidence-based and research findings into clinical education programs. Supports data-based ideas and innovations generated by staff.

Qualifications
Education & Experience
Master's degree in Nursing required.
Licensure as a Registered Nurse in the state of Maryland, or eligible to practice due to Compact state agreements outlined through the MD Board of Nursing, is required.
Five years of clinical experience required, with three years supervisory experience preferred.
