The Common Exam Platform (CEP) is an exciting, multi-year high priority initiative for System Supervision and Regulation that will provide a modern, comprehensive, and flexible IT ecosystem to support and facilitate the end-to-end supervisory activities. This technology solution is intended to reduce the administrative burden and drive consistency for S&R across the Federal Reserve System. This strategic solution will involve many stakeholders within the Supervisory portfolios and allow streamlined Supervisory practices to operate on one technology platform to perform the full scope of supervisory activities now and in the future.

Job Summary:

System Supervision and Regulation (S&R) is seeking a full-time Business Director. The Business Director is an accountable, S&R embedded, Vice President-level role for day-to-day execution of the CEP, representing the primary voice of S&R business stakeholders and serving as the key point of contact for the CEP System IT delivery organization, primarily located at FRB Dallas.  The Business Director ensures business perspective and decisions are well organized and executed, including business product management, data management activities, change management and business onboarding, platform adoption, and a variety of business/program-centric initiatives associated with CEP. 

Key partnerships include Dallas IT leadership, System IT leadership, CEP Product Sponsors (LFI, SNC, LT100), CEP Change Executives, Product Advisory Groups (CPAG & PAG), and CEP governance groups.

Reporting/Accountability: The Business Director is an S&R VP-level role, fully allocated to this position and accountable to S&R Executive Sponsors, Nathan Ragan and Julie Williams, and administratively reports to their home Reserve Bank. 

Principle Responsibilities:

Business Product Management (Leading business product model/structure partnership)


  • Through the CEP business product framework, identifies priorities for implementation in the CEP and articulates to IT via a shared roadmap, encompassing the views of Sponsors across all business product lines. 

  • Oversees business product management model as Chief Product Manager, including direct management of Cross Portfolio Advisory Group product manager.

  • Partners with CEP IT organization to ensure technical capabilities match business requirements, and technology capability roadmaps align with business roadmap needs.

  • Includes user experience input and detailed, ongoing user support and training needs as a function of onboarding experience to the CEP.  Previous experience in product management or business process adaption and alignment is critical for this role. 

Change Management, Onboarding, and User Adoption

  • Responsible for the creation and execution of change management and onboarding program, including end-user training, to support multi-year transition to CEP. 

  • Identify and engage with key S&R stakeholders (e.g. Heads of Supervision and CEP Change Execs), Board contacts, and S&R communities as primary constituents for communications, onboarding, and user adoption. Oversees communication framework to ensure timely and transparent communication across the organization.

  • Develops ongoing production testing program framework (e.g. release testing and data validation) and implement framework to ensure sufficient testing is conducted prior to release into production.

  • Ensure business and technical support are modeled appropriately to support S&R transition to CEP over a longer-term horizon, including monitoring the effectiveness of support and training.  

  • Oversee business manager(s) and supporting team made up of full-time staff and rotational positions within S&R. 

Program Management


  • Collaborate with System IT program management team on shared program deliverables, including risk register updates, monthly program updates, and ongoing executive presentations and other executive stakeholders.

  • Identify financial trade-offs, including legacy asset investment needs, in partnership with Board S&R portfolio contacts.  This includes inputs into licensed data acquisition costs, where appropriate. 

  • Captures ongoing progress of key program activities and synthesizes risks and business needs on behalf of Executive Sponsors. 

  • Organizes key S&R stakeholder discussions and ensures effective collaboration with System IT leadership. 

Data Management


  • Partners with S&R DCRG team (e. g. Eric Kennedy) and System IT Data Governance lead to ensure day-to-day needs are met to enable capabilities via CDP (e.g. Collibra). 

  • Determines the prioritization of data stewardship, sponsorship, and supporting policy/process guidance in alignment with S&R DCRG team and helps remove organizational barriers in support of CDP data governance needs and requirements. 

  • Includes understanding of licensed data program review, ongoing data contract needs, and recommendations for future business structural changes associated with licensed data management.

Knowledge & Skills:


  • Knowledge and understanding of Supervision and & Regulation processes, functions, and models preferred

  • Demonstrated ability to build credibility and productive partnerships across multiple functional areas and all levels of an organization

  • Demonstrated ability to provide constructive feedback, identify and develop leadership and management succession and build strong teams, including those in remote locations

  • Proven ability to manage and deliver on multiple, complex projects and initiatives

  • Ability to independently multi-task, efficiently prioritize tasks, and drive efforts to completion.

  • Ability to effectively challenge while maintaining strong relationships

  • Ability to interact with all levels of the organization

  • Strong work ethic and integrity to handle confidential/sensitive information

  • Previous experience in product management or business process adaption and alignment is critical for this role

Education/Background/Experience:


  • Bachelor’s degree in business related area required. Master’s degree preferred.

  • 10+ years of direct-work related experience including at least 5 years of management experience.  

  • Previous experience in product management or business process adaption and alignment is critical for this role.

  • Ability and willingness to travel (30%)
