GENERAL SUMMARY:
Under general supervision of the Director of Asset Management, performs a variety of duties pertaining to the day to day operations of the Reliant portfolio consisting of affordable housing and market multi-family properties and single family homes. Ensures compliance with all applicable regulatory agencies, federal, state and local law by providing file audits and quality control inspections. Oversees property operations related to budgets, vacancy management, billing and customer service. This position requires frequent travel within assigned region.
Properties covered will include areas in the High Desert as well as in the San Bernardino region. Must be willing to travel throughout area to cover properties.
ESSENTIAL FUNCTIONS:
Provides day-to-day oversight of on-site staff at properties by planning, prioritizing, assigning and reviewing the work; working with employees to correct deficiencies.
Ensures compliance with regulatory agreements, contracts and company policies; audits files and ensures files are ready and available for any other applicable audit
Ensures compliance with all property management and fair housing laws.
Oversees the preparation of delinquent rent notices by preparing, serving and tracking late charges, issuing notices for lease violations and preparing files for legal actions. Resolves resident concerns through written and/or verbal communication and effectively utilizes the settlement conference procedures.
Regularly walks properties and ensures health and safety items and curb appeal are within company expectations.
May process regular monthly invoices and utility requisitions for approval and processing.
Responds to public inquiries in a courteous manner providing assistance to office staff with difficult and sensitive inquiries and complaints, resolving complaints and providing information as required.
Assist in the compilation of the annual budget and semi-annual revision with guidance from the Director of Asset Management
May assist in preparation of leases and documentation involved in the occupancy eligibility and rental process; receives and reviews accommodation requests with appropriate Management staff.
Attends and participates in a variety of resident meetings explaining Reliant policies and procedures. Oversees coordination of community center activities.
Selects, trains and evaluates assigned personnel; provides staff training.
Provides courteous, respectful, honest, timely and professional information to all staff, residents, and visitors for all activities and services in accordance with Reliant Customer Service Policies.
Perform other related duties as assigned (investigates fraud complaints, attends and participates in a variety of committees and meetings including community meetings, and stays abreast of regulations, guidelines and procedures.)

EDUCATION AND EXPERIENCE:
High School diploma or equivalent; Associates preferred with course work in real estate management, property management or business administration. Equivalent of five (5) plus years’ experience in property management or housing environment; Previous experience with leading or supervising staff a plus.
