ROLE TITLE: Director of Public Safety

POSITION REPORTS TO: Dean for the Student Experience

Summary of Position

The Director of Public Safety is responsible for all aspects of campus safety and security at Allegheny College and provides leadership for a comprehensive program that includes law enforcement services for students, faculty, and staff. Public Safety provides a continuous patrol of College property to prevent crime and to protect life and property, enforce appropriate college regulations, and render service to the public. The Director works closely with members of the community to lead a comprehensive Sworn Police department that provides services for students, employees, and visitors to campus. Allegheny College is a non armed campus.

As Director of Public Safety, you will:

• 
  Leadership: Provide leadership for all aspects of the Public Safety program that calls for a collaborative and educational approach to develop a safe learning community. Develop and implement operational plans for campus events. Work with the Dean for Student Life in collaborating on call responses between the Student Life On Call rotation and the Office of Public Safety. Work closely with Physical Plant to maintain and improve the physical security of the campus by incorporating and planning technology upgrades in the new construction on campus.


• 
  Collaborate: Maintain important office collaborations with Student Life, Physical Plant, Conference and Event Services, Residence Life, and other College offices as appropriate. Serve on the Campus Safety Committee, Risk Assessment Intervention Team, and Student Intervention Team. Seek, apply for, and manage grant funding to support the work of campus. Oversee the College motor pool and Gator license structure.


• 
  Risk and Emergency Management: Oversee the campus Emergency Response Plan, including the implementation of training for the Emergency Response Team and the development of guidelines to manage all interventions. Work collaboratively on event deconfliction, planning for construction, report retention, and issuing Persona Non Grata notices.


• 
  Supervision and Training: Supervise, lead, mentor, and train the Public Safety staff to be community oriented, to respond to campus emergencies, and to be proactive as they create a safe environment by responding to unanticipated challenges and tasks associated with an office open 24 hrs/7 days/ week. Periodically review and update departmental policies and procedures that support effective and sensitive administration of safety, security, accident prevention, fire safety, and parking enforcement programs that support the well-being of all students, faculty, and staff. Periodically review and update policies, procedures, and programs related to safety practices applicable to employees, students, and visitors.

  Investigate: Investigate criminal incidents and conduct necessary supplemental investigations. Work closely with the campus Student Conduct officer to resolve violations of campus policy. As needed, assist in the College's grievance and investigative processes (e.g., Community Standards, Title IX, Bias Response).


• 
  Legal System: Collaborate with local, state, and federal law enforcement agencies to ensure the safety of the Allegheny College community. Review and update Memorandums of Understanding with Meadville City and other entities each year. Continue to maintain formal and informal communication with law enforcement agencies, the local fire department, and other agencies concerned with safety and accident prevention. As necessary, generate attorney work product packets for discovery and litigation.


• 
  Report: Compile reports that maintain national compliance with higher education guidelines on college campuses. For example, file Clery and Uniform Crime reports in a timely fashion. Ensure the Campus Security Authority training is conducted annually for those persons identified as CSA's .Serve as the College's point person for Clery Act compliance, including drafting and submitting the annual Clery Report and other uniform crime reporting requirements.


• 
  Residential College: Contribute to the institutional commitment to the residential college concept by participating in the evening and weekend life of the community including sporting events, educational programs, crisis intervention, and being "on call" for emergencies.

Experience and Qualifications

• Bachelor's degree and or Master's Degree preferred


• Ability to be a sworn officer under PA Act 120 or similar military or police training.


• Hands-on practical experience in emergency planning, emergency response, disaster preparedness, and crisis management, including work in an emergency operations center, management of mass warning and notification systems, and coordination of complex emergency responses.


• Experience administering and managing a delivery of comprehensive public safety or security services with a community-oriented and problem-solving approach, including trauma, mental health awareness and protection of life and property.


• Demonstrated knowledge of and training in the National Incident Management System (NIMS).


• The successful candidate will be knowledgeable in investigating crimes and criminal prosecution. Must have knowledge and experience in pre-planning for large scale events including but not limited to athletic events, commencement ceremonies, and other social gatherings.

YOUR COMPENSATION

New hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint depending on qualifications, internal equity, and the budgeted amount for the role.

The expected salary starting range for this position is $93,000 annually.
