Job Title: Human Resource Specialist

Department: Operations – Services

Reports To: RavenTek Program Manager

Location: Washington, DC with flexibility for Telework (must live within driving distance)

Schedule: Monday – Friday

Hours: Full-time, 40-hours/week

FLSA Status: Hourly, Non-exempt

Clearance: Top Secret


Position Summary

The Human Resource Specialist will support The Department of State (DOS), Bureau of Counterterrorism, providing support to other Units and Offices within the DOS to ensure the success of the program's mission. The performance of the Human Resource Specialist position is key to RavenTek's performance on the DOS CT contract, and therefore, RavenTek's mission to support the Department of State.


Requirements:

Essential Duties and Responsibilities

  • Responsible for Foreign Service hiring actions including but not limited to placing open Foreign Service (FS) positions on the FS Bid List and CT SharePoint, in-processing new employees, initiating Y-Tour request for various offices within the Bureau, and forwarding FS bidders profiles to managers to review for an open position.
  • Inform management when a handshake can be extended to an FS employee.
  • Prepare and submit Chief of Mission nominations packages to GTM/CDA, draft memos and recall of employees and extensions of retirement appointments.
  • Responsible for reviewing the Special Differential Certification position on a yearly basis.
  • Maintain and update the organization charts and contact lists for the Bureau of Counterterrorism, maintain and update the welcome package for incoming employees, and update the Employee Check-In/Out log.
  • Assist in preparing Civil Service recruitment packages for hiring managers to advertise current vacancies including consultations with hiring managers.
  • Manage telework program for Bureau.
  • Manage intern program for Bureau.
  • Draft reports, memoranda, and other correspondence.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Monitor and respond to RavenTek email a minimum of 3 times per week.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Qualifications, Knowledge, and Critical Skills

  • Must work with minimal supervision and deal directly and effectively with senior officials of the department and interagency management.
  • Possess thorough knowledge of the organizational structure of the State Department and CT.
  • Possess thorough knowledge of Foreign Service staffing.
  • Ability to perform the following tasks under the conditions as described:
  • Assignments involve simultaneous processing of numerous and different responsibilities and tasking within stringent deadlines.
  • Challenges include meeting deadlines without compromising quality control standards.
  • Document review, distribution, and processing require general substantive understanding of the subject matter and the priority attached to the subject matter by CT and Department principal officials.
  • Shifting priorities, breakdowns in communication and the inaccessibility of key signatories often obscure courses of action.
  • Ability to research, have clear communication skills both written and verbal, ability to multitask, strong customer service background, and comfortable speaking to large audiences.
  • Ability to prioritize and work on tasks simultaneously in a fast-paced environment.
  • Ability to work in a team environment in a positive manner.
  • Maintain a high level of professionalism in a fast-paced work environment.
  • Ability to work both independently and under supervision.

Education & Work Experience

  • At least 7-10 years of HR experience.
  • Bachelor's degree is preferred.

Special Requirements

  • Must possess a Top Secret clearance.

Work Environment

Employee will be working indoors in an office environment. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.


Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
