Job Summary

The City of Fort Collins is seeking an experienced Operations Manager to lead the Streets Department's asphalt operations! As the Asphalt Operations Manager, you will oversee daily activities for asphalt patching, paving, and crack sealing crews. This position also involves managing snow and ice removal, emergency on-call work, and budget oversight, while leading the department's safety program. You will hire, train, and supervise team members, ensure employee safety, and maintain quality control for asphalt production and installation. The Asphalt Ops Manager will coordinate with engineering staff to align operations with project specifications and timelines. You will also oversee strategic planning, create schedules, and direct crews to accomplish construction objectives, maintenance, and repair tasks. In this role, you will lead two established crews and support the onboarding of a new crew this year. This position will be on-call during the snow season to support snow and ice removal management. The ideal candidate will have experience in asphalt paving, street maintenance, and operations management.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.


  • Oversees the daily operations of the Streets Department including the following divisions: Snow and Ice Removal, Street Rehabilitation, Asphalt Patching, Sweeping, Traffic Control, Graffiti Abatement, Alley and Unpaved Roads Grading, Crushing & Recycling and On-Call work.

  • Supervises other supervisors and staff and directs street maintenance operations and services.

  • Develops work assignments, schedules and assigns crews to complete a variety of complex skills such as construction, installation, maintenance or repair activities, recycling operations, street sweeping, maintaining road shoulders, mowing operations, alleys, and other Streets Department operations as needed.

  • Manages division work plan and collaborates with Department leadership team to develop strategic short-term and long-term plans, goals, and objectives.

  • Responsible for implementation and administration of budget allocations for the assigned divisions (i.e. Snow and Ice, Rehab, Patching etc.).

  • Reviews and responds appropriately to operational and financial activity reports.

  • Actively participates in the department's Environmental Management System (EMS) program and Safety program, including conducting after action reviews.

  • Maintains knowledge of and provides interpretation and guidance regarding City and Departmental policies, Commercial Driver's License regulations, and Department of Transportation regulations.

  • Provides information to the general public, Department Director, Service Area Director, City Manager, and City Council regarding Streets operations; may make public presentations as required.

  • Reviews assigned citizen service requests and other public complaints pertaining to streets, drainage, facilities, and resolves problems.

  • Oversees and supervises crew chiefs and contractors in the repair and construction of Streets infrastructure; removal of weeds and grass from City rights-of-way, street cleaning, setting of necessary cones and barricades for routine construction safety.

  • Evaluates new and continuing operations to improve processes and increase efficiency.

  • Accurately tracks work requests, work assignments, and work projects using computer software; make recommendations regarding software upgrades/purchases.

  • Determines service and replacement needs of equipment and makes recommendations to the Director and Senior Manager.

  • Works closely with various departments on current and advanced planning as it relates to snow and ice removal, streets, and traffic control systems.

  • Ensures effective communication and coordination between departments, agencies, other governmental entities, and the private sector on street maintenance projects.

  • Attends professional training courses, meetings, and conferences to keep abreast of current trends in the field. This position will train staff in the areas of new techniques and skills, cultural initiatives and engagement.

  • Performs research; including incident investigation; drafting memorandums and maintaining confidential records.

  • Participates in the development or revision of policies, procedures or standards.

  • Manages ongoing programs and special projects, including project conceptualization, development and analysis of strategies, contract negotiation, and administration.

  • Ensures compliance with federal, state and local laws and regulations.

  • Conducts performance reviews and written evaluations for direct reports. Establishes performance standards for division on an ongoing basis and ensures corrective or disciplinary actions are carried out in a consistent and timely manner.

  • Provides direction, resources, coaching, and training for employees.

  • May serve as Senior Manager, Transportation Operations in the absence of the Senior Manager.

Required Qualifications

MinimumPreferredCollege degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's Degree in related field.
