Position Overview



The Manager, Regulatory Affairs will represent Invenergy before and manage relationships with provincial and federal regulators and agencies, system operators, and trade associations on behalf of Invenergy's existing assets as well as its pipeline of development projects. This individual will be responsible for the development, advocacy, implementation and monitoring of regulations as they apply to the construction, interconnection, and operation of generation, storage and transmission projects. This individual will also be responsible for obtaining regulatory approvals for Invenergy-led initiatives and commercial transactions. This position will report to the Vice President of Regulatory Affairs for New York and New England.



Responsibilities



  • Monitor, coordinate and lead advocacy efforts at provincial and federal regulatory bodies and system operators that will further the competitive position of the company, in conjunction with development, asset management, government affairs, legal, transmission, interconnection, origination functions, and other internal departments.

  • Build relationships with external stakeholders managing regulatory issues, including those with leadership positions at the Independent Electricity System Operator (IESO), Alberta Electric System Operator (AESO), key utilities (BC Hydro, SaskPower, NS Power, etc.) industry associations, and other relevant stakeholders.

  • Form and lead coalitions of peer companies on issue-focused topics, such as rules concerning interconnection, land use, taxation, emissions, transmission development, and market expansion.

  • Collaborate with the other Regulatory Affairs team members in other regions and manage other staff members, external counsel and consultants as appropriate.

  • Monitor and report on changes to regulations or policies that could impact Invenergy's operations or development efforts; provide bi-weekly and quarterly updates to relevant internal business groups.

  • Lead the development of position papers on behalf of Invenergy to submit into utility and government consultations.

  • Monitor and report on Canadian utility supply and procurement plans and regulatory filings.

  • Prepare annual budgets for trade organizations, consultants, etc.

  • Participate in relevant meetings and hearings.




Minimum Qualifications:



  • Bachelors in Environmental Science, Business, Economics, Law, Political Science, Environmental Policy, or Engineering.

  • 3+ years of industry experience

  • Travel required, which will vary based on employee location

  • Eligible to work in Canada without the need for employer visa sponsorship now or in the future.




Preferred Qualifications:



  • MBA or law degree preferred

  • Knowledge of organized power markets. Knowledge of IESO and/or AESO highly preferred

  • Knowledge of FERC and NERC standards related to transmission and interconnections, including Open Access Transmission Tariff (OATT) preferred

  • Base knowledge of electricity market rules (day ahead, real time, ancillary services, etc.)

  • Strong ability to learn and utilize enterprise software systems

  • Excellent verbal and written communication skills

  • Fluency in French is strongly preferred
