SUMMARY

The CRA Officer is responsible for developing, implementing and administering all aspects of the Community Reinvestment Act Program. This position establishes, participates and maintains relationships with community- based, charitable, and non-profit organizations. The CRA Officer develops and implements programs to ensure the Bank meets the needs of the community and attains CRA compliance goals. The CRA Officer advises Senior Management of emerging CRA issues to ensure objectives are maintained.

Ensures compliance with established Bank policies and procedures. Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: GLBA(Gramm-Leach-Briley Act) , Regulation Z (Truth in Lending Act), Regulation DD (Truth in Savings Act) Regulation B (Equal Credit Opportunity Act), Dodd–Frank Wall Street Reform and Consumer Protection Act (Dodd Frank Act), Elder Abuse Laws, Bank Secrecy Act in conjunction with the USA PATRIOT Act, Anti-Money Laundering and Customer Information Program, Right to Financial Privacy Act (state and federal) and Community Reinvestment Act.


REQUIRED DUTIES

1. Manages all aspects for compliance with CRA, including development and maintenance of CRA Public Files, definition and maintenance of assessment areas to reflect the Company’s service areas, response to information requests from the public, support of branch information needs and ensuring any requested CRA information is accurate, complete and timely.

2. Establishes, participates and maintains relationships with community based, charitable, and non-profit organizations.

3. Identifies opportunities for CRA Investments, Donations and Community Development loans and Services.

4. Oversees qualification of community development loans, investments and services, ensuring identified activities meet regulatory stipulations and monitor the Company’s progress to goal.

5. Updates the CRA Program, as necessary, to adapt to changes in the compliance landscape with alignment to Bank objectives.

6. Serves as the Bank’s principle liaison for CRA regulatory examinations and audits and manages the Bank’s response to requests for CRA information.

7. Collaborates with Compliance Manager and Chief Risk Officer to ensure impact to the overall CRA rating is managed strategically.

8. Monitors and reports the Bank’s CRA performance periodically, identifying and partner with business units to remedy potential gaps.

9. Provides CRA training to employees, management and Board.

10. Reviews results of data analysis to determine the appropriateness of existing products and services, and recommend changes to management where necessary.

11. Responsible for handling complaint(s) that impact the Bank's CRA performance and assist in issuing a response to the complaint.

12. Partners with business units and third party vendors to ensure delivery of CRA qualified investments, products and services within the assessment area to maintain a Satisfactory CRA compliance rating.

13. Maintains in-depth understanding of the Company’s CRA-relevant data systems, including loan and accounting, to ensure regulatory reporting requirements are followed.

14. Stays abreast of laws and regulations for area(s) of responsibility

15. Monitors assigned staff on tasks, operations and quality control; coordinating available resources (e.g., staff, materials, etc.) for maximum results.

16. Provides training and assistance to analysts as assigned.

21. Performs duties specific to the position and other functions as assigned.


MINIMUM REQUIREMENTS

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner. • Bachelor’s degree preferred and at least 5 or more years of strong CRA performance experience

• Knowledge and comprehension of CRA regulations and regulatory process

• Intermediate skills in computer terminal and personal computer operation, word processing, typing and spreadsheet software programs to meet the needs of the position.

• Intermediate math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.

• Exceptional verbal, written and interpersonal communication skills, with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, and speak clearly to customers and employees.

• Thorough understanding of management procedures; ability to plan department or Company activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or Company activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate).

• Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.

• Ability to work with no supervision while performing duties.


Pay $80,000 - $134,000 per year. The salary reflects the full salary range for this position. Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates typically begin up from the beginning to mid-point of the salary range. Successful candidates may be eligible for [bonus/stock/commissions/incentives] at the Company’s sole discretion.
