ORGANIZATIONAL SUMMARY:
USF Health is a regional branch of the University of South Florida that houses the academic medical center comprised of Morsani College of Medicine, College of Public Health, Taneja College of Pharmacy, College of Nursing and School of Physical Therapy. Central Human Resources (CHR) consists of multiple areas of expertise including Talent Acquisition, Benefits, Classification & Compensation; Employee and Labor Relations; Continuous Process Improvement, HRIS, HR Business Partners and Talent and Learning Management. USF Human Resources is embarking on a multi-year transformation focused on a Human Resources strategy that elevates our people so that the University and culture support a competitive workforce advantage in line with our strategic plan. POSITION SUMMARY:
The Health HRBP II position is responsible for aligning business objectives with employees and management in designated academic units. The Health HRBP II formulates partnerships across the University and provides strategic support to the employees and leadership within the unit. This position performs work under leadership of the Director of Health HR (or other executive leader), may receive direction from the Senior HRBP - Health, and may provide leadership and direct or indirect supervision to the respective Health HRBP I.
RESPONSIBILITIES:
This position serves as a liaison between the assigned pod and Central Human Resources to initiate and coordinate actions related to employment/recruitment life cycle for staff, administration and/or faculty. Acts as a key point of contact for all HR-related processes, issues, and/or questions for the respective administrative unit. Provides consultative guidance and coaching to managers and employees on human resources-related matters, ensuring alignment with university policies, goals, and objectives. Provides leadership, coaching, and/or mentoring to the respective academic unit as it relates to Human Resources matters. Provides HR policy guidance and interpretation; develops internal policies and procedures. Analyzes trends and metrics in partnership with the HR group to develop solutions, programs, and policies; reviews exit interview data to share feedback with leadership and recommend solutions. Supports the direction of the Director of Health HR, or other relevant and appropriate leader, by directly or indirectly leading a team of HRBP I's and/or Jr HRBP's, overseeing the workflow for the team.
Develops a thorough knowledge and understanding of the assigned academic units to understand their culture, needs, skills, and development opportunities, up to and including, the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors. Advises search committees and interview groups on appropriate recruitment and interview procedures and policies related to Florida Sunshine Law. Assists with development and coordinate workshops, trainings, and other professional development programs for college faculty, staff, and students. Maintain and update various lists for the assigned pod.
Oversees and ensures payroll accuracy of the bi-weekly USF payroll process; may certify payroll. Works with HRBP team to troubleshoot payroll issues and facilitate corrective measures. Conducts internal audits and provides guidance to ensure corrective actions are within applicable statutes, regulations, and guidelines as they pertain to USF policy.
Oversees the unit's attendance and leave functions in conjunction with Oracle. Generates leave reports as required and works with employees and supervisors to ensure compliance with the University's leave policies and procedures. Works with supervisors to appropriately report any on-the-job injuries and serves as unit support liaison. Maintains any necessary HR records relevant to the unit.
Liaises with the Employee Experience Team to handle moderately complex employee relations issues in partnership with Employee Relations and refers more complex issues to higher-level staff; supports employee relations, ethics, or compliance investigations. Implements organizational development, workforce or succession planning, training, or performance management strategies as developed by the University and in partnership with Learning and Talent Development. Manages performance management processes for all assigned employees; advises leadership and employees on the process and makes recommendations; performs necessary calibrations and ensures timely submission to CHR for recording.

POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's degree in a related field and 4 years of HR experience; or
Master's degree in related field and 2 years of HR experience.
4 years of HR related experience or a combination of education and experience may substitute for the bachelor's degree.
SPECIAL SKILLS/TRAINING:
Knowledge of HR systems and databases, Ability to foster teamwork, Ability to drive strategic direction. Problem-solving skills. Oral and written communication skills.
