SUMMARY

The Los Angeles County Department of Health Harm Reduction Division is seeking a Finance Staff Analyst to support the work of Harm Reduction Division which manages harm reduction programs aimed at improving health and well-being of Los Angeles residents with lived experience of substance use, sex work, justice system engagement and those experiencing homelessness.  

Harm Reduction services play a critical role in the health and wellness of DHS patients and the people served by DHS programs. Harm Reduction services are evidence-based, population health interventions and are the best method of preventing overdose deaths and reducing the transmission of HIV/ AIDS and Hepatitis C. Harm Reduction services get overdose medication and safer drug consumption supplies into the hands of people who need them. In addition to saving lives, addressing health equity, and improving health and wellness, the services also build on the dignity and humanity of people who use drugs or are engaged in sex work and welcome them into a community of care. 

The Finance Staff Analyst will support three new Harm Reduction Health Hubs invoicing and data management needs. 

The Harm Reduction Division coordinates the Department of Health Services’ existing harm reduction efforts and leads an expansion of services. The services help address the overdose mortality crisis and reduce physical and behavioral health disparities among DHS patients, particularly for people who use drugs, people engaged in sex work, people with justice system involvement and people experiencing homelessness.

ESSENTIAL FUNCTIONS 


  • Performs a variety of accounting assignments related to operation of Harm Reduction Health Hubs including invoice reconciliation, expenditure tracking, expenditure forecasting and budget monitoring. 


  • Reviews invoices for accuracy, allowable expenses, and completeness for payment approval. 


  • Compiles, analyzes, and reconciles a variety of invoices, reports, and other financially related documents for the Harm Reduction Health Hub. 


  • Completes expenditure reports as requested. 


  • Conducts personnel and fiscal monitoring for Harm Reduction Health Hubs. 


  • Interfaces with the Finance Department for the purposes of monitoring Harm Reduction Health Hub expenditures and Medi-Cal generated revenue reimbursed to the Harm Reduction Health Hub for services provided; monitoring expenditures to ensure grant funding is spent down as anticipated, strategize how grant funding will be spent down to ensure compliance with Harm Reduction Health Hub funding streams. 


  • Performs a variety of data management activities including creation of reporting mechanisms, quality assurance reviews of data collected and compilation of data for reporting purposes.  


  • Support financial information requests and reporting to funders.  

JOB QUALIFICATIONS 

Minimum Education/Experience


  • High School Diploma required and four years of experience in a staff capacity analyzing and making recommendations for the solution of problems or organization, program, procedure OR- One year of highly responsible administrative or staff experience at the level of Assistant Staff Analyst.

 

Preferred Education/Experience


  • Bachelor's or Master’s degree preferred.


  • Experience providing supervision/ oversight to clinicians, case managers or community health workers preferred.

  • Social work or clinical experience in community-based programs preferred.

  • Experience in curriculum development, training, and training program oversight.

  • Experience facilitating diverse community collaborations.

  • Strong interpersonal skills, desire to work in a fast-paced and team-oriented environment, and ability to collaborate with many levels of a diverse staff.

  • Demonstrated ability to work in collaboration with diverse stakeholders. This job will require coordination and collaboration with people with lived experience of substance use, service providers, law enforcement, prosecutors, healthcare providers, people with lived experience of the justice system and homelessness.

  • Experience in programs serving people experiencing homelessness, people engaged in sex work, the reentry population, people with substance use, physical and mental health challenges, and people with disabilities highly desired.

  • Experience with overdose prevention or other harm reduction programs desired.

  • Experience working with criminal justice partners desired.

  • Strong organizational skills, including an ability to handle multiple tasks simultaneously, pay attention to details, and meet deadlines.

  

Certificates/Licenses/Clearances

A valid California driver's license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Other Skills, Knowledge, and Abilities

  • Two years’ experience in a finance related field.

  • Experience utilizing Microsoft Excel or closely related programs to create spreadsheets. 


  • At least one year experience processing invoices or expense claims. 


  • Ability to work independently or in teams. 


  • Strong organizational skills, including an ability to handle multiple tasks simultaneously, pay attention to details, and meet deadlines.   


  • Familiarity with Microsoft 365 including Excel, Teams, Word and Forms 


  • Strong interpersonal skills, desire to work in a fast-paced and team-oriented environment, and ability to collaborate with many levels of a diverse staff.
