Description:

ATA Services, Inc. is currently seeking to hire an experienced Program Manager to work on a temporary assignment with the State of New Mexico. This position is located in Santa Fe, New Mexico.

  • Start Date: ASAP
  • Pay Rate: $46.92 per hour with weekly pay
  • Schedule: Full time – Monday – Friday; 8:00am – 5:00pm
  • Location: in-office – Santa Fe, New Mexico

The Program Manager for the Comprehensive Addiction and Recovery Act (CARA) Program at the New Mexico Department of Health will be responsible for building, managing at advancing the program and will play a critical role in overseeing the planning, implementation, evaluation, and continuous improvement of the CARA-funded initiatives aimed at addressing substance use disorders (SUDs) for pregnant and new mothers. The Program Manager will collaborate with federal, state, and local stakeholders to reduce the prevalence of addiction, enhance recovery outcomes, and ensure adherence to program goals, regulatory requirements, and evidence-based practices.

The scope of work for the Program Manager includes comprehensive program oversight, stakeholder engagement, compliance monitoring, and outcome/deliverable measurement. The individual will ensure that all program components align with the CARA framework as agreed to by DOH leadership, emphasizing prevention, treatment, recovery support, and community engagement. The CPM will report to the Family Health Bureau Chief while also working closely with the Director of the Center for Healthy and Safe Communities.

1. Responsibilities:

  • Project Management
  • Develop Project Plan that includes
  • Project objectives, timelines, and performance metrics to track program effectiveness and sustainability.
  • Staffing plan.
  • Training plan to ensure hospital staff, healthcare providers, and care coordinators/navigators are trained in trauma-informed, culturally responsive practices.
  • Agency-specific roles and responsibilities (developed in conjunction with DOH, CYFD, HCA, and ECECD leadership).
  • Evaluation plan (developed with MCH Epidemiology Program).

2. CARA Interagency Task Force

  • Establish and maintain interagency CARA Task Force that includes
  • Membership from DOH, CYFD, HCA, and ECECD
  • Regular meeting dates including in-person and virtual option
  • Designated facilitator
  • Mission, Goals, and Objectives

3. Stakeholder Engagement

  • Cultivate relationships with internal teams, external partners, and community stakeholders to support program goals.
  • Serve as the primary liaison for hospitals, MCO care coordinators, and other community partners.

4. Documentation and Compliance

  • Ensure comprehensive documentation of program activities and adherence to state regulations and policies.
  • Monitor and report on program outcomes, preparing data-driven reports for program evaluation.

5. Representation and Advocacy

  • Represent New Mexico Department of Health and its CARA program in state-level committees, regional meetings, and national conferences.
  • Advocate for resources and policy initiatives that support maternal and child wellbeing.

Qualifications:

  • Expertise/knowledge of substance use treatment using a trauma-informed approach.
  • Proven leadership in program management within public health or related fields.
  • Expertise in maternal and child health, with a focus on health equity and community engagement.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively across diverse stakeholders.
