Overview

  • Communicates with the analyst in the Office of Proposal and Award Management, Investigators, Department Personnel, and others throughout the grant cycle to administer grants and resolve issues according to federal regulations. Uses COGNOS, Oracle and Excel, to create and update research grant financial reports which provide fiscal oversight to multiple federally and privately funded investigators. Provides detailed budget analysis and forecasts. Heavily monitors expenses on grants including salaries, subawards and encumbrances. Initiates budget transfers. Ensures required level of effort is maintained on sponsored accounts. Helps ensure grants are spent according to budget and Federal Regulations. Coordinates with the labs to end spending on projects.
  • Reallocates salary distributions in the Oracle Labor Distribution module as required at grant starts, endings & effort changes. Calculates Cap cost-sharing required of those over the NIH salary cap and ensures it is charged to the correct account. Clears payroll suspense account. Monitors research staff salaries temporarily on general funds and adjusts as needed. Creates Labor Cost Transfer forms to justify retroactive labor adjustments. Provides salary, OPE and effort information to PIs as needed for budgeting and reporting.
  • Prepare and submits grant extension and preaward requests. Assists investigators with justification requirements. Helps prepare extension budgets as needed. Sets up and monitors PDA and DRA accounts. Provides quarterly or other budgets as necessary.


Responsibilities

  • Bachelor’s degree
  • Five years of grants/contracts administration experience or five years of post award financial analysis experience, OR

  • Seven years of grants/contracts administration experience or seven years of post award financial analysis experience, OR

  • Certification from the Society of Research Administrators (CRA) AND five years of grant and contracts administration experience.
  • Experience with federal and private grant accounting. Oracle FIS experience highly desirable; familiarity with computer spreadsheets essential. Ability to initiate action and work independently necessary. Should be familiar with standard payroll, purchasing and accounts payable procedures at OHSU.
