Senior Program Analyst – Defensive Cyberspace Operations Support

JOB SUMMARY

The Senior Program Analyst will provide subject matter expertise for defensive cyberspace operations (DCO) within the joint cyberspace operations community. The role includes centralized coordination, analysis, and liaison support for long-range planning, programming, and policy between DAMO-SOC, Army Cyber Command, United States Cyber Command, and the Joint Staff.

RESPONSIBILITIES

  • Provide Subject Matter Expertise for defensive cyberspace operations activities.
  • Support long-range planning, programming, and policy initiatives in coordination with Army Cyber Command, United States Cyber Command, and the Joint Staff.
  • Participate in meetings and forums, including Action Officer Working Groups (AOWGs), Councils of Colonels (CoCs), General Officer Steering Committees (GOSCs), and Executive Boards.
  • Create shared awareness across complementary functions (cyber, space, and EW) to inform defensive cyberspace operations planning and policy.
  • Conduct research, writing, and staffing of issues to support the Army’s Cyberspace Electromagnetic Activities (CEMA) mission.
  • Analyze requirements against specific threats and provide expertise on military documentation processes, JCIDS requirements analysis, PPBE, and operational strategies.
  • Prepare and deliver briefings, policy documents, staffing packages, EXORDS, and multimedia correspondence.
  • Track and manage tasks using Enterprise Task Management Software Solution (ETMS2) and OSD Correspondence and Task Management System (CATMS).
  • Coordinate with various Army, Joint, and DoD entities to support modernization and integration efforts.
  • Conduct research on DoD policies, including National Strategy, DODDs, DODIs, and Army Regulations, ensuring a centralized repository for team use.
  • Travel as required to support DAMO-SOC requirements.
  • Open and secure work locations at the Taylor Building or RSAC (Pentagon) as needed.

KNOWLEDGE/SKILLS/ABILITIES

  • Deep understanding of Cyberspace Operations (CO), Cyberspace Electromagnetic Activities (CEMA), Information Assurance (IA), and Multi-Domain Operations (MDO).
  • Familiarity with modernization, integration, and staffing processes in the Army and Joint environments.
  • Strong analytical and problem-solving skills, with the ability to assess and advise on complex issues.
  • Knowledge of Army regulations, National Strategy documents, and relevant DoD directives.
  • Effective verbal and written communication skills, conforming to Army style guides such as AR 25-50.
  • Ability to work independently and collaboratively in a dynamic team environment.
  • Capacity to manage competing priorities and deliver results under tight deadlines.
  • Excellent writing, editing, and briefing skills.
  • Proficiency in Microsoft Word, Excel, and project management tools.
  • Ability to prioritize tasks and meet deadlines in a fast-paced environment.

QUALIFICATIONS:

Minimum Qualifications include:

  • Active TS/SCI security clearance.
  • Bachelor’s degree from an accredited college or university.
  • Minimum of 15 years of U.S. DoD experience, with at least four years in CO/CEMA at the HQDA or equivalent level.
  • Experience with military documentation processes, JCIDS requirements analysis, PPBE, and knowledge of key personnel and functions across OSD, Joint Staff, HQDA, CCMDs, TRADOC, and ASCCs.

Preferred Qualifications:

  • Advanced degree in a relevant field such as Cybersecurity, Intelligence, or National Security.
  • Familiarity with DoD Acquisition System processes and DOTMLPF-P integration.
  • Experience with Cyber Protection Teams or equivalent operational roles.
