Job Description:
This highly skilled and motivated IT Business Analyst position will report to DHHS Information System and Technology (IS&T) department. This role is a member of a cross-functional delivery team and is responsible for analysis, requirements elicitation, development, and testing of N-FOCUS and other internally developed applications and tools.
Examples of Work
Responsibilities include:
Confer with clients to determine the business needs and requirements.
Collaborate with delivery team members to deliver quality outcomes to business partners.
Consult with management to ensure agreement on system principles.
Analyzes business processes.
Document existing business processes and proposed modified business processes.
Documents appropriate business rules, policies, and standards.
Communicates with applications developers about the business requirements and to develop business process solutions.
Strategizes with end users and application developers to find software application solutions to business needs.
Acts as applications developers' primary point of contact to answer (or follow-up on) workflow and design related questions and issues.
Analyzes business system operation/function solutions for feasibility.
Documents business system operation/functions and proposed changes/modifications.
Develops system specification.
Participates in system analysis and design.
Builds data test files.
Performs system testing.
Supports business UAT efforts.
Provide technical instruction/assistance on how to use automated applications.
Investigates reported system malfunctions and document findings.
Requirements / Qualifications
Minimum Requirements: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
Preferred Requirements:
Associates degree or higher in Business, Human Services or Computer Science. Two years' experience working in health and human services delivery or system development or support.
Previous experience working in Medicaid, Economic Assistance, Developmental Disabilities or Protection and Safety/Child Welfare.
Other: Must be located in Nebraska. This is not an out-of-state remote position.
Knowledge, skills, abilities
Knowledge of: Principles and processes involved in business and organization planning, coordination and execution; computers; specification development and writing. A working knowledge of the following tools: Microsoft Outlook, Microsoft Office Word, Microsoft Office Excel, Microsoft Office Visio and SharePoint. Skill in: Explanatory writing; facilitating meetings; information gathering; reading comprehension; active listening, conducting research and self-study. Ability to: Communicate information to others with strong verbal and written communication skills; utilize computer applications; systematically analyze data or information; think logically; recognize and identify problems and their sources, apply general rules to specific problems to come up with logical answers; document/record information; organize, plan and prioritize multiple assignments; be able to work well in a collaborative team environment and have exceptional collaborative skills; be a self-starter and self-motivated.
