Position Summary:

The ideal candidate will join a vibrant and inclusive educational community,and have a desire and ability to work with a diverse population.

Witha focus of supporting College activities on the Framingham and Ashland campuses,this position assists with the procurement of supplies, equipment and services forCollege-wide departments and activities in adherence with State and Collegepolicies and procedures. The Buyer IIIwill also employ knowledge of the principles and practices of purchasing, aswell as maintain accurate records. TheBuyer III will analyze and determine the applicability of data to drawconclusions and make appropriate recommendations regarding purchasing. Thisposition also involves the gathering of information through questioningindividuals and examining records and documents.

Key Responsibilities and Duties:

  • Ensure the proper accounting for purchasing transactions, including ensure appropriate quotes and bids are obtained when applicable, the issuance of purchase orders and placing orders in a timely manner;
  • Assist departments with requisition vendor selection, including use of State, Massachusetts Higher Education Consortium (MHEC) and Education and Institutional Consortium (E&I) contracts as appropriate;
  • Monitor, verify and complete accounting information on requisitions including asset and inventory information when applicable;
  • Place orders approved to be delivered to the Framingham and Ashland campuses in a timely manner at the convenience of divisional representatives, tag incoming Framingham/Ashland assets within two business days of arrival;
  • Working with Shipping and Receiving and other departments, schedule water, paper, supply and mail deliveries to Framingham and Ashland;
  • Assist with documenting, and reviewing for compliance, department policies and procedures for Pitney Bowes, UPS, Send Suite Tracking, Frontline and other departmental software;
  • Prepare and review reports and documents for accuracy, completeness and content and take appropriate action to resolve problems;
  • Review and submit surplus property disposal requests in accordance with state law and College policy, monitor compliance;
  • Assist with asset cycle and inventory counting;
  • Process assigned tickets;
  • Assist departments with troubleshooting requisition issues, purchase order issues, vendor requests and vendor quotes;
  • Serve as a backup for vendor database management, and food and travel orders;
  • Perform other duties as assigned.

Required Qualifications:

Applicants must have atleast (A) three years of full-time, or equivalent part-time, professional orparaprofessional experience in purchasing work, and (B) of which at least twoyears must have been in a professional capacity, or (C) any equivalentcombination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major inbusiness administration or business management may be substituted for a maximumof one year of the required (A) experience.*

II. A Bachelor's or higher degree with a majorin business administration or business management may be substituted for amaximum of one year of the required (A) experience and one year of the required(B) experience.*

*Education toward such adegree will be prorated on the basis of the proportion of the requirementsactually completed.

NOTE: Educational substitutions will only be permittedfor a maximum of two years of the required experience. Substitutions will be permitted for a maximumof one year of the required (B) experience.

Preferred Qualifications:

  • Sensitivity and commitment to the goals of Affirmative Action and workforce diversity;

  • Demonstrated commitment to working with underserved students;
  • Knowledge of Massachusetts General Laws regarding public construction bidding. Massachusetts Certified Public Purchasing Official (MCPPO) certification preferred; knowledge of public bidding for goods and services, as prescribed by Operational Services Division.
  • Ability to obtain MCPPO Certification within one year of hire date
  • Ability to work accurately with names, numbers, codes and/or symbols, as well as use charts, graphs, and tables;
  • Ability to adjust to changing situations to meet changing requirements;
  • Ability to work independently and exercise sound judgment.
  • Proficiency in oral and written expression;
  • The position may include physical demands, including walking, standing, bending, and lifting objects;
  • Bachelor’s degree or higher in a related field;
  • At least three years related experience, ideally in higher education;
  • Knowledge and experience with PeopleSoft Financials;
  • Proficient in MS Office Software including Word and Excel;
  • Excellent organizational and project management skills;
  • Strong communication and interpersonal skills;
  • Ability to work independently and as part of a team;
  • Experience working with people of diverse backgrounds;
  • Demonstrable ability to comprehend, inform, and communicate with all levels;
  • Demonstrable experience in handling and prioritizing tasks.

Additional Information:

Salary Range: AFSCME Unit I, Grade 19 Step 1 $63,064.30 annually. Appointmentsfrom outside the bargaining unit begin at Step 1 of the range.
