JOB DESCRIPTION

Primary purpose:

Provide leadership and effective management to a team of Project Managers and Engineers supporting the Tallgrass Water company assets. Promote the development of strong Project Managers and Engineers as well as the successful completion of assigned projects within cost and schedule constraints. Support new projects and ongoing improvements to existing facilities.Minimum requirements:

Education:

  • Bachelor's degree from an accredited institution in Engineering, Project Management or a related discipline.
Experience/Specific Knowledge:

  • Minimum of 5 years' direct work experience in engineering or project management of water pipeline or facilities including produced water gathering, fresh water distribution, and deep well injection facilities and/or municipal water pipelines and facilities.

  • Must possess general understanding of how corporate policies, procedures, practices and processes relate to the Water business segment, associated business units and internal and external customers.

  • Understanding of basic economic analysis as it pertains to project justification.

  • Working knowledge of applicable regulations and agencies such as DOT, OSHA and various state counterparts.

  • Familiarity with DOT, NEC, ASME, API, and ASTM and other specifications, standards, and recommended practices typical in the natural gas or hazardous liquid transportation industry.

  • Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint and Outlook.

Certifications, Licenses & Registrations:
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers (for travel).

  • Must have full complement of project management skills including project scoping and estimating utilizing work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement and permitting.

  • Must be able to understand the needs of the business unit(s) for which development work is being performed.

  • Exceptional verbal and written communication skills, including but not limited to the ability to present ideas, proposals and results to business segment leaders and to internal and external customers.

  • Ability to organize and prioritize daily work, including tracking and managing large projects, and see projects to completion while maintaining strict confidentiality (as necessary).

  • Able to analyze financial and cost data and develop conclusions and recommendations.

Working Conditions:

  • Occasional overtime may be required.

  • The majority of the typical work day is spent in an office environment, though this may change depending upon the location assignment. For work performed out of doors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.

  • Must be able to work in all weather conditions.

  • Must be able to communicate effectively with fellow workers and demonstrate adherence to established safety policies and procedures.

  • Required to carry a cell phone, and be available to respond during working and non-working hours.

  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report for certain positions, after an offer has been extended and prior to being employed.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS, & ABILITIES:
Above the minimum requirements; not required but advantageous in this position:

  • Training in project management software and techniques including project scoping and estimating utilizing work breakdown structures, cost and schedule control systems, design and construction management, team building, resource planning, procurement, and permitting is a plus.

  • Knowledge of water pipeline, pump station and disposal facility operations.

Compensation:

The salary range for the role is $150,000-$165,000/yr.Essential duties and responsibilities:


  • Teach, coach and mentor junior, mid and senior-level Project Managers and Engineers and prepare them to manage larger and more complex projects and to assume future leadership roles within our organization.

  • Lead efforts to develop and improve personnel and their performance, organizational processes, standards and procedures.

  • Review proposed and ongoing project requirements to determine time frame, funding, procedures, etc. for completing the projects.

  • Promote open and continuous communication between various customers, departments and personnel.

  • Manage project workloads in a dynamic environment.

  • Assist with subcontractor procurement and management, package development, construction layout, material and equipment procurement, submittal review, manpower scheduling, quantity takeoffs, labor productivity reporting, document controls, material purchases, deliveries and inventory

  • Supervise all required documentation records such as RFI responses, Change Directives, Material and equipment submittals, status reports, sketches of work already completed, material requirement calculations, etc., to supervisor

  • Prepare drawings and sketches to support construction work, change orders, estimates, etc.

  • Project controls for distribution and record keeping of construction drawings, construction contract correspondence, technical records, and other project documents

  • Assist with quantity takeoffs and solicitation of subcontractors and material vendors

  • Regularly provide feedback to upper management regarding project and PM performance.

  • Regularly review and approve the work products of the PMs assigned, including Estimates, Scopes of Work, contracts, accruals and forecasts.

  • Build strong relationships with commercial and operational stakeholders, anticipating their needs and providing support to them as requested.

  • Review all project forecasts on a monthly basis for adequacy and develop a plan for forecasting improvement if needed.

  • Effectively interface with customer representatives, regulators, Tallgrass staff and others as required.

  • Assist team with creating bid packages and scopes for contractors and vendors.

  • Interact with contractors throughout the bid and selection process and throughout all phases of project construction and commissioning as needed.

  • Ensure deadlines are set and met.

  • Perform all job duties in accordance with Federal, State and Local Regulations, Tallgrass Policies and Procedures and with focus on Good Manufacturing Practices.

  • Provide leadership and direction to project team that may be comprised of internal and external service providers including but not limited to Project Engineers, Planning Engineers, Operation Engineers and Environmental Engineers to ensure project success.

  • Manage personnel related matters, including providing performance based feedback, providing support and completing administrative paperwork as needed.

  • Deal with a wide variety of people with tact, courtesy and professionalism.

  • Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.

  • Maintain a regular, dependable attendance and a consistently high level of performance.

  • Will work non-traditional hours as needed.

  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.

  • Other daily, weekly, monthly or special project duties as identified and defined.
