Job Description:

The Learning and Development Specialist serves as the HR Specialist for VOANS for Learning and Development. This role is responsible for overseeing and managing the training and development initiatives for VOANS, including communities, support centers and telework employees.



About the Job: This role involves identifying training needs (including required trainings), designing and implementing learning programs, ensuring consistency in practices/orientation etc., and evaluating their effectiveness. The HR Learning and Development Specialist works closely with on-site HR, senior management, operations, and other stakeholders to ensure the continuous development and enhancement of employee skills and competencies.

M-F 8:00 AM-5:00 PM (Open to Remote or Hybrid)


*This position is open to Remote OR Hybrid schedule based out of our Eden Prairie, MN (7485 Office Ridge Cir, Eden Prairie, MN 55344) or Alexandria, VA (1660 Duke Street Alexandria, VA 22314) Support Center locations.

Essentials:



Training needs Analysis: Collaborate with HR leadership and other stakeholders to identify training needs. Conduct thorough assessments, surveys, and interviews to determine skill gaps and areas requiring development. This may include utilizing survey data such as the GPTW comments, as well as data from WeCare Connect.



• Training Program Design and Implementation: Develop and implement comprehensive training programs that align with the organization's goals and objectives. Design learning materials, courses, and workshops that address identified training needs. Utilize a variety of training methods and tools, including e-learning, classroom training, and on-the-job training.


Training Delivery and Facilitation: Deliver training sessions and facilitate workshops for employees and managers. Ensure that training sessions are engaging, interactive, and effectively convey the desired knowledge and skills. Adapt training methods and content to accommodate different learning styles and needs. This may include support center orientations (Eden Prairie and Virginia office) and exit interviews.


Leadership Development: Design and implement leadership development programs to enhance the skills and capabilities of managers and leaders.


Training Program Evaluation: Evaluate the effectiveness and impact of training programs using various assessment methods, such as feedback surveys, assessments, and performance evaluations. Collect and analyze data to measure training outcomes and identify areas for improvement.


Learning Technology and Platforms: Stay updated on learning technologies and platforms to enhance the delivery and accessibility of training programs. Leverage learning management systems (LMS) and other tools to create and manage online training modules, track learner progress, and generate reports. Responsible for overall systems management of LinkedIn Learning, and Relias.


Collaboration and Stakeholder Management: Collaborate with HR Representatives, senior management and HR Specialists to ensure alignment of training initiatives with VOANS business objectives. Build strong relationships with internal stakeholders to gain support and sponsorship for training and development programs.


Vendor Management: Manage relationships with external training providers, consultants, and vendors. Evaluate vendor performance, negotiate contracts with approval from the Contracts team, and ensure effective delivery of outsourced training programs, if applicable.


Compliance and Quality Assurance: Ensure that training programs comply with legal requirements and industry standards. Maintain up-to-date knowledge of training best practices, regulations(including state and federal), and emerging trends.


Recognition and Rewards: (In collaboration with other HR Specialists) Develop and implement recognition and rewards programs to foster a positive and high-performance culture in collaborate with stakeholders and other HR Specialists. To design and administer employee recognition initiatives that align with company values and drive employee engagement.


Handbook: (In collaboration with other HR Specialists) Development and Revision: Collaborating with key stakeholders such as legal advisors, management, and department heads to develop and revise the employee handbook. This involves ensuring that the handbook reflects current laws, regulations, and organizational practices. Providing guidance to employees and managers on the interpretation and application of handbook policies. Maintaining accurate records of handbook distribution, acknowledgments, and revisions.


Policy Communication: (In collaboration with other HR Specialists) Communicating policies and updates to employees and ensuring that they understand the content of the handbook. This may involve conducting training sessions, distributing written materials, or utilizing digital platforms for dissemination. Ensures maintenance and policy management within MFiles platform. Ensuring consistency and fairness in the application of policies across the organization. Reviews and revises of policies to address any inconsistencies or discrepancies. Ensuring that the handbook is easily accessible to employees, typically through both digital (MFiles) and physical formats.



Required Qualifications:



• Bachelor's degree in human resources, organizational development, or a related field (Master's degree preferred).


• Several years of experience (typically 5+ years) in training and development, with a focus on instructional design, facilitation, and program management.


• Strong understanding of adult learning principles, instructional design methodologies, and training evaluation techniques.


• Familiarity with a wide range of training methods and tools, including e-learning, blended learning, and virtual training platforms.


• Experience in leadership development and talent management programs.


• Excellent communication and presentation skills, with the ability to effectively convey information to diverse audiences.


• Strong project management and organizational skills, with the ability to handle multiple priorities and deadlines.


• Analytical mindset and ability to leverage data to assess training effectiveness and make data-driven decisions.


• Proficiency in learning management systems (LMS) and other training technology platforms.


• Certifications such as Certified Professional in Learning and Performance (CPLP) or Certified Training and Development Professional (CTDP) are a plus. SHRM CP or SCP preferred.


• Estimated Travel: 30%.


• Ability to work flexible hours. Ability to travel is required.
