JOB SUMMARY

The Senior Program Management and Governance Specialist provides subject matter expertise in Army Staff (ARSTAF) functions and processes to ensure the Directorate of Army Operations-Special Operations (DAMO-SO) is well-positioned to support the Army. This role involves coordinating with staff elements across the Department of Defense (DoD), including OSD, OUSD, Joint Staff, and HQDA, to manage compartmentalized, sensitive, and non-kinetic activities. The specialist contributes to developing strategies, policies, and resource prioritization recommendations to achieve mission objectives effectively.

RESPONSIBILITIES

  • Provide expert guidance on compartmentalized, sensitive, and non-kinetic activities to inform DAMO-SO leadership.
  • Deliver strategic and operational recommendations for integrating these activities into Army Campaign Plan (ACP) objectives and Multi-Domain Operations (MDO) tenets.
  • Conduct operational analysis and provide expert input on Army strategies, policies, and resource allocation.
  • Research inquiries from Congress and other higher authorities and draft responses on sensitive activities.
  • Prepare briefings, decision papers, policy documents, staffing packages, and EXORDs to support DAMO-SO initiatives.
  • Track and manage Congressional actions/tasks in relevant Army systems (e.g., ETMS2, CATMS).

KNOWLEDGE/SKILLS/ABILITIES

  • Strong understanding of HQDA processes and systems, including ARSTAF functions.
  • Expertise in operational and strategic planning related to non-kinetic activities.
  • Excellent written and verbal communication skills in line with AR 25-50 and DA Memo 25-52.
  • Proficiency in preparing and delivering comprehensive briefings and reports.
  • Skilled in tracking and prioritizing tasks in fast-paced environments.

QUALIFICATIONS:

Minimum Qualifications include:

  • Active TS/SCI security clearance.
  • Bachelor’s degree in a relevant field.
  • 15+ years of US DoD experience, including expertise in managing compartmentalized and sensitive activities.
  • 4+ years of experience in HQDA-level program management.
  • Ability to travel in support of DAMO-SOW requirements (required).

Preferred Qualifications:

  • Master’s degree in a relevant field.
  • In-depth knowledge of military documentation processes, JCIDS, PPBE, and MDO frameworks.
  • Familiarity with key stakeholders, including OSD, Joint Staff, ARCYBER, and TRADOC.
