Summary of Position
Under general direction, plans, designs and implements new systems or changes in existing data processing systems to support management control and decision-making activities. Studies and analyzes information needs for current and planned management functions to assure data and methods are within constraints of cost and time. Devises or modifies procedures to solve complex problems. Designs, codes and tests complex systems. Plans, conducts and coordinates the application of information systems techniques to current and anticipated system and programming needs. Works independently with little direct supervision in the maintenance of assigned systems and the development and implementation of systems of moderate size/complexity. May provide work leadership and direction to lower level analysts with emphasis on detailed analysis and programming issues. Competent to work at the highest technical level in most phases of system analysis and programming. Emphasis is on programming work with project management as a secondary responsibility. Typically reports to a manager or director.
Essential Functions
· Proven Programmer Level I and Level II skills job descriptions.
Functions as high level individual contributor performing advanced programming and systems analysis work to provide support or direction to projects. Reviews all phases of systems analyses and design. Provides technical direction to complex projects and installations. Independently produces code, identifies root causes of issues, formulates potential solutions, implements selected solutions, monitors for effectiveness, and revises as necessary. Knowledgeable and effective internal resource who is actively involved in organizational problem-solving. Assists higher level programmer/analysts with programming tasks and design work as necessary. Helps provide solutions so that technical logic meets the needs of the user. Demonstrates the ability to create own test data to perform independent testing and verification.
· Works with business community to analyze the needs of the users for information. Designs and writes moderate to complex application programs to handle user needs. Diagnoses and solves complex problems. Conducts detailed analysis of defined system applications. Investigates, documents, and translates the preferred choices of users. Presents findings, recommendations, and specifications in formal reports and oral presentations. Demonstrates knowledge of best practices regarding analysis, programming and implementations. Independently utilizes online and written materials as well as professional experience to determine application and programming solutions for organizational challenges. Actively investigates and pursues solutions that are outside the realm of previous experience.
· Performs all phases of application system analyses and design. Defines requirements for improving or replacing systems. Devises or modifies procedures to solve complex problems. Understands the necessary Change Management processes to include maintaining and properly updating all testing and training environments.
· Plans, designs, and installs integrated computer systems to support management control and decision-making activities. Constructs, documents, and presents alternative systems for making desired information available. Writes and maintains the most complex application programs. Provides technical support to design new systems or make major modifications that are compatible with existing applications.
· Assists users with day-to-day problems occurring in programs or databases. Corrects errors by making appropriate changes and then ensuring the desired results are produced before user testing.
· Initiates, oversees, and coordinates a wide variety of programming and analysis projects crossing multiple functional areas. Serves as programming lead for projects dealing with current and anticipated system and programming needs and in the implementation of systems of moderate size and complexity. Determines project parameters, guidelines and structure. Provides in-depth analysis of issues and proposed solutions.
· Participates in selection of new information hardware as it becomes necessary. Ensures systems are installed to meet the requirements of the corporation. Schedules installation of new hardware and software in the most effective manner to minimize the impact on operations. Participates in system upgrades and processes. Analyzes data conversions and software documentation for system migrations and upgrades. Conducts trial runs of programs and software applications to be sure they will produce the desired information and that the instructions are correct. Supports project team during go live.
§ Designs, codes, tests and debugs programs.
· Establishes, documents, and adheres to change-control procedures for the system. Establishes protocols to ensure that the system is operational during prime working hours. Prioritizes and implements changes requested for the system. Coordinates all aspects of implementation and training to maximize new programming. Actively investigates and pursues solutions that are outside the realm of previous experience. Documents and applies comments within programming for easy understanding of program functions and changes.
· Identifies and implements ways to maximize useful life of current system. Makes recommendations to higher level programmer/analysts as needed.
· Performs functions with the appropriate caution on Production machines whether at menu level or programmer access level. Sets standards for naming and numbering conventions.
· Serves as lead for production issues, conference calls and project escalations as needed. Provides guidance to and assists lower level programmer analysts.
· Performs all job functions in compliance with applicable federal, state, local and company policies and procedures.
Minimum Requirements
Education: Bachelor's degree (or equivalent education, training or experience) in computer science.
Skills and Experience: Skills and experience typically acquired through five to seven years of progressively more responsible programming experience. Strong working knowledge of programming analysis and design. Good understanding of current information system or similar installations. Able to listen to needs of users and translate this information into user-friendly systems to supply needed data. Able to work with both technical and non-technical personnel. Knowledge of business functions. Demonstrated proficiency in all aspects of programming and analysis, including design factors, hardware and software requirements, systems facilities, and execution protocols. Knowledge of more than one 4th generation programming language.
