Job Description:

Under administrative direction, the Economic Development Consultant II will work as part of the Department's Incentives Division to implement various incentive programs, including but not limited to, the Rural Projects Act, Municipal Inland Port Authority Act and the Good Life Transformational Projects Act. The Economic Development Consultant II will assist the Economic Development Program Manager to develop and implement program guidelines, application processes, review criteria, standard operating procedures, internal controls, quality assurance and improvement metrics, and other duties as assigned. This position works closely with the business community, local government, economic development organizations, and chambers of commerce partners to generate and maximize opportunities.

Job Duties:Duties may include but are not limited to: Implements incentive programs. Answer questions pertaining to development problems and programs. Provides follow-up responses to inquirers and visiting prospects. Involved in day-to-day operations of incentive programs. Compiles, synthesizes, and analyzes data to prepare reports and to provide management data for planning and decision making. Provides advanced technical assistance and guidance. Ability to interpret specific information. Drafts program applications and guidelines. Other duties as assigned within the scope of the classification.



Requirements / Qualifications:




Minimum Qualifications: Bachelor's degree in any discipline related to the work assigned and two years of related experience. Experience may substitute for education on a year for year basis.



Other: This position requires travel. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required.



Knowledge, Skills, & Abilities:



Knowledge of - applying statistics, fiscal management, business budgeting and basic production procedures; techniques of program research, planning, implementation and evaluation; possesses advanced working knowledge of state and/or federal economic development programs.


Skills in using mathematical methods or formulas to compare, analyze and present data, compiling data from multiple sources into a single, comprehensive document or report. Influencing programs and policy development at various levels; transforming technical issues and complex ideas into understandable information for communication to both individuals and groups; communicate information to groups or individuals telephonically, electronically, on paper and/or in person.


Ability to read and interpret state rules and regulations, state grant guidelines and apply them; analyze financial transactions; communicate effectively and accurately verbally and in writing; ability to work within a team or individually to prepare and deliver presentations; determine effective research methods, processes and sources; analyze data and prepare reports; maintain effective working relationships with a diverse number of individuals or organizations.
