Role Description:

Arcadis is seeking a highly skilled and experienced Senior Quality Manager to join the team for the East San Fernando Valley Light Rail Project, a major infrastructure initiative in Los Angeles. This position offers the opportunity to work on a transformative public transit project while overseeing the quality management processes that ensure its successful delivery. As a Senior Quality Manager, you will play a pivotal role in supporting METRO's Quality Management Oversight (QMO) program, which is designed to ensure compliance with METRO's project goals and promote continuous improvement throughout the project lifecycle.

The Senior Quality Manager will be responsible for overseeing a wide range of professional engineering activities within both field and office environments. Under the direction of METRO's Project Quality Manager and the CMSSC's Project Manager, the Senior Quality Manager will assist in the implementation of METRO's QMO Plan and Procedures. This includes conducting key assessments across various project stages, including design, construction, management plans, processes, and management system audits. The Senior Quality Manager will be involved in conducting assessments, reviewing contract documents, analyzing data, providing feedback to contractors, and collaborating on the resolution of quality-related issues. The role demands expertise in construction quality assurance and adherence to ISO 9001:2015 standards as well as U.S. Department of Transportation's FTA requirements.

Role Accountabilities:


  • Assist METRO's Project Quality Manager and QMO Project Coordinator in the execution and oversight of the QMO Program for the East San Fernando Valley Light Rail Project.
  • Conduct and assist with assessments as outlined in the QMO Plan, including design reviews, construction assessments, management plan assessments, and process evaluations.
  • Compile and contribute to the QMO Monthly Summary of Results reports, ensuring accuracy and clarity of findings.
  • Review quality program submittals for compliance with contract documents and regulatory requirements.
  • Provide quality assurance support to Construction Managers, contractors, and equipment manufacturers to ensure project quality standards are met.
  • Foster and maintain a safe work environment, ensuring compliance with METRO's safety rules, policies, and procedures throughout the project.
  • Serve as a resource to mentor and guide junior quality staff, ensuring best practices and continuous improvement are embedded in the team's workflow.

Required Qualifications:

  • 15+ years' experience conducting quality audits and surveillance of engineering design and construction activities, with at least 3 years in a lead auditor capacity.
  • Bachelor's degree in Engineering or a related field.
  • Proven experience in construction engineering, inspection, and testing for large infrastructure projects, including understanding of construction testing disciplines (e.g., welding, non-destructive testing, electrical design and testing, rail design and track components).
  • Strong understanding of industry standards and codes, particularly as they relate to quality management systems for transportation infrastructure.

Key Skills and Abilities:

  • Valid California Class C driver's license.
  • Proficient in English with strong written and verbal communication skills, capable of producing reports with minimal supervision.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint), database management, and statistical analysis tools.
  • Strong analytical skills with the ability to interpret complex data and communicate findings effectively.
  • Ability to work independently and as part of a team, managing multiple priorities in a dynamic environment.

Preferred Qualifications:

  • Professional Engineering license (PE).
  • Certifications in quality assurance and inspection disciplines, such as:

    • American Society for Nondestructive Testing (ASNT).
    • American Welding Society (AWS) Certified Weld Inspector.
    • American Concrete Institute (ACI) Level 1 certification.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $150,000 - $197,600. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
