The State of Nebraska, Department of Health and Human Services is seeking a full-time highly skilled and dedicated Trust Officer at our Lincoln Regional Center location. The ideal candidate will have a strong understanding of estate planning, wealth management, and investment strategies, along with exceptional communication and organizational skills. The Trust Officer will be responsible for providing high-quality client service, managing a diverse portfolio of trusts, and ensure the overall satisfaction and success of the trust department at LRC.
Job duties will include, but not limited to:
Plan and organize methods and procedures to be used for the collection of delinquent accounts; advises facility financial responsibility staff of the appropriate collection activity to be utilized.
Analyze collections and completes revenue projections to ensure that procedures are being followed uniformly.
Conduct special studies, surveys, and financial projects as requested by the Financial Responsibility Manager to monitor the application of methods and procedures throughout the collection and reimbursement process and to plan for updates and revisions.
Review accounts to ensure that maximum benefits have been received from Medicare, Medicaid, private insurance, and other third party payers.
Process delinquent accounts through the Attorney General's office, if necessary, to collect payments due; identifies uncollectable accounts for annual submission to the State Claims Board.
Respond to inquiries.
Requirements/ Qualifications:
Minimum Qualifications: Any combination of training and/or work experience that will enable the incumbent to possess the required knowledge, skills and abilities. A general qualification guideline for positions in this class is post high school coursework/training in accounting, finance, or related field with experience in accounts receivable/payable, some of which must have been in a supervisory capacity.
Preferred Qualifications: Bachelor's degree in business administration, accounting or any discipline related to the work assigned.
Work Schedule:
Monday-Friday, 8:00am to 5:00pm. Position is located at Lincoln Regional Center in Building #9.
Wage:
Starting wage is $25.246 per hour. Wage will increase to $26.509 per hour after successful completion of probation.
Knowledge of: business practices, methods and systems; general accounting systems; state accounting policies and procedures; personnel practices, policies and procedures; agency rules, regulations, policies and procedures. State statutes pertaining to patient accounts; collection procedures applicable to the facilities under DHHS's jurisdiction; Medicare A and B rules and regulations; Medicaid regulations; electronic health record billing system (patient, county, and trust systems); required revenue reports as they apply to the financial responsibility billing system; collection procedures.
Ability to: communicate effectively; establish positive working relationships with all contacts; supervise and direct others; identify and resolve problems; read, understand, interpret and apply rules and regulations, policies and procedures, etc.; prepare various budget, financial and administrative reports using computer software applications (such as Word, Excel, Power Point, Enterprise 1, etc.)
Skill in: applying supervisory techniques; financial responsibility mainframe operation; computer operation for financial reports; accounting pertaining to financial responsibility; complex problem solving in technical and revenue matters; effective communication.
