Job Description:

JOB DESCRIPTION

Primary purpose:

Assist and support with all aspects of compliance with regulatory agencies, including but not limited to developing, implementing, and enhancing various compliance procedures (e.g., O&M Procedures, Engineering Standards, Construction Standards, etc.) and programs (e.g., Public Awareness, Operator Qualification, Emergency Response, etc.) while ensuring compliance with federal and state pipeline safety regulations (Title 49 CFR Parts 190-199).

Monitor proposed and/or revised regulations, guidance material, advisory bulletins, and enforcement actions to understand the impacts to compliance. Coordinate and participate in audits/inspections and conduct impact analysis. Manage process/program changes where necessary and determine appropriate compliance approach in coordination with Subject Matter Experts (SMEs) in Operations, Engineering, and Project Management.Minimum requirements:

Education:


  • Bachelor's degree from an accredited institution in Engineering or a related discipline.

  • A minimum of five (5) years direct work experience in Compliance may be considered as a substitute for a degree.

Experience/Specific Knowledge:

  • A minimum of 7 years practical work experience within Engineering and/or Compliance.

  • Thorough understanding of regulations governing interstate pipeline systems; including, PHMSA Pipeline Safety Regulations (Title 49 CFR Parts 192 OR 195)

  • Intermediate proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint and Outlook.

  • Technical writing.

Certifications, Licenses & Registrations:
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers (for travel).
Competencies, Skills & Abilities:

  • Must possess a working knowledge of pipeline operations, project management and regulatory compliance.

  • Proficient in basic engineering skills.

  • Must be self-motivated and ambitious, ability to organize and prioritize daily work with the ability to successfully perform multiple tasks with strict deadlines.

  • Individual is capable of problem solving autonomously, but is not afraid to ask questions when he/she arrives at a possible solution that deviates from the stated directions

  • Must be able to perform all essential and marginal functions of the job.

  • Must be able to work with a team, take direction from management, adhere to required work schedules, focus attention on details, and follow work rules.

  • Job level commensurate with experience and skill sets; position will be filled depending on qualifications, experience and skill sets of the successful candidate.

  • Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, working around heavy equipment and working in confined spaces.

Working Conditions:

  • Overnight travel within the United States is required. At times travel could be up to 50%, sometimes on short notice.

  • Required to carry a cell phone and be available to respond during working and non-working hours.

  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report for certain positions, after an offer has been extended and prior to being employed.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS, & ABILITIES:
Above the minimum requirements; not required but advantageous in this position:

  • Strong understanding of pipeline safety regulations (Title 49 CFR Parts 190-199).

  • Possess a working knowledge of natural gas and/or hazardous liquid pipeline operations.

  • Experience participating in regulatory inspections and responding to associated findings.

  • Experience collaborating with team members through SharePoint.

  • Experience with CRM administration.

Compensation:
  • The annual range for this position will be $104,000-$126,000/yr.
Essential duties and responsibilities:

  • Develop, modify and/or create processes, and associated documentation, necessary to maintain compliance with pipeline safety regulations and enhance compliance activities. Review materials with operational SMEs to assure accuracy and completeness.

  • Interface with Operations personnel to assure program consistency across the organization; obtain feedback on program implementation and effectiveness when necessary.

  • Participate in the established revision process (e.g., Management of Change) when modifications to standards are required based on a change to a governing standard.

  • Conduct compliance assessments in preparation of federal and state inspections, provide support to field operations during inspections, lead response efforts to requests made during inspections, and respond to findings where appropriate.

  • Review compliance records to assure appropriate evidence is retained (e.g., weld qualifications, operator qualifications, hydro tests, etc.)

  • Coordinate data requests or requests for information received by various government and other agencies; validate compliance evidence.

  • Collect, monitor, and manage report submissions (e.g., annual reports, construction notifications, etc.); provide written and oral responses to regulatory agencies as required by regulations, or upon request.

  • Active participant on Corporate Incident Response team responsible for reporting/communicating incidents (as required) to appropriate agencies and ensuring proper compliance evidence is captured.

  • Coordinate task assignments with administrative support to assure that all compliance related questions/concerns are addressed.

  • Participate in accident/incident investigations.

  • Capture and maintain the company's compliance documentation within SharePoint and other records management systems to ensure correct, consistent and secure administration of compliance related documents.

  • Monitor industry groups and trade associations (API, ASME, etc.) to ensure standards remain current with industry practice and participate in Trade Associations as requested by management.

  • Provide support for corporate compliance programs (e.g., Public Awareness, Operator Qualification, Control Room Management, etc.) and develop processes/procedures to enhance the implementation of these programs and tools utilized.

  • Deal with a wide variety of people with tact, courtesy and professionalism.

  • Speak clearly, both in person and by telephone, using a high level of verbal skills and listen carefully.

  • Maintain a regular, dependable attendance and a consistently high level of performance.

  • Will work non-traditional hours as needed.

  • Maintain a high regard for personal safety, for the safety of company assets and employees, and the general public.

  • Other daily, weekly, monthly or special project duties as identified and defined.
