Job Description for Project Controls Manager
JOB SUMMARY
Project Controls Manager plays a crucial role in ensuring the financial health of projects, reporting to the Director of Construction Program Management. This position is responsible for monitoring, managing and overseeing the financial aspects of the project lifecycle, assuring financial adherence to the contract & providing industry standard/norms where the contract lacks explicit direction.
Job responsibilities include, but are not limited to:
Conduct thorough reviews of payment applications to ensure accuracy, completeness, and compliance with contract and project requirements, including all supporting documentation.
Analyze and evaluate proposed change orders for the project director and support in assessing the impact to project schedule, budget and scope.
Monitor compliance with contract terms and conditions by contractors and subcontractors, ensuring all contractual obligations are tracked, measured, and fulfilled.
Collaborate closely with the Project Director, Project Managers, Finance Manager & external suppliers on project budget and forecasts including but not limited to project estimations, cost control, financial risk management & contingencies.
Develop and implement Key Performance Indicators (KPIs) based on contract terms, budgetary goals, and project schedules, delivering regular reports to the project team on performance status.
Prepare comprehensive monthly analyses and reports detailing expenditures, project progress, commitments, budget performance and schedule adherence, facilitating informed decision-making.
Lead initiatives for continuous process improvement by analyzing current workflows/processes and implementing best practices to achieve industry-leading end-to-end processes.
Engage in ongoing professional development, staying current with industry best practices, emerging technologies, and evolving standards to enhance project controls capabilities.

Job Requirements:
Minimum Requirements for Project Controls Manager
Bachelor's degree
10+ years of semiconductor experience
5+ years of semiconductor construction or semiconductor procurement experience
Demonstrated Project controls skills on large scale semiconductor construction projects
Knowledge of supplier contracts and contract administration
Strong focus on clear communication, collaboration, and relationship building
This position is contingent on the satisfactory completion of a background check; this position may require annual background checks.
PREFERRED REQUIREMENTS
Experience with local CSA (civil, structural, architectural) & MEP (mechanical, electrical, plumbing) contractors
Ability to negotiate undefined sections of the contract to mitigate owners risk
Has created executive presentations summarizing progress and issues
