Job Description

Builds and maintains proposal models in support of the proposal efforts on an accurate and timely basis. Supports the commercial proposal efforts. Financial analysis as required. Reports to the Senior Manager of Proposals or Senior Director of Regulatory Compliance.

Responsibilities and Tasks in order of priority to be successful:

  • Assists in the implementation of strategic proposal initiatives of FMF, FMS, and other Government Programs.
  • Supports material estimates and compile material support packages to support proposal audits
  • Assist in preparation and co-lead gate reviews with the program office and/or proposal manager
  • Prepares labor support strategies and provide basis of estimate support to all functional organizations
  • Document policies and procedures in accordance with FMF regulations and FAR/DFAR
  • Build cost models based on the ElbitAmerica cost structure(s) and DCAA audit results to support waivers as need in lieu of proposal packages
  • Supports proposal compliance with DSCA Guidelines and company certifications
  • Provides analysis as needed
  • Daily attendance is an essential part of the position.

 

 



Qualifications

Education, Experience & License or Certification

  • Bachelors degree in Finance, Accounting, Industrial Engineering or related field.
  • Some understanding of Government cost volumes or proposal efforts preferred.
  • Three to five years of financial/accounting/compliance experience in Government sector is required,
  • Analytical skills
  • Modeling skills in Microsoft Excel
  • Solid written communication skills
  • Understanding of Government cost models and CLIN Structure is required.

 

Skills and Abilities

  • Capability to navigate LN and legacy ElbitAmerica ERP systems
  • Ability to analyze large amounts of cost data
  • Excel analysis/formula creation
  • Flexibility to support proposals and/or cost inputs
  • Ability to work multiculturally; heavy American/Israeli relationship requirement

 

Travel/Physical Requirements

  • Requires lifting of items weighing up to 25 pounds on an occasional basis.
  • Requires physical effort associated with standing/walking/sitting.
  • Requires the use of either or both hands for grasping items, manual dexterity is required, and the ability to push/pull; i.e., open/close file cabinets and/or handle machinery.
  • Sufficient vision required to successfully accomplish the requirements of the position.
  • Requires sustained periods of concentration.
  • Ad hoc travel required.
