Overview:


ACS Professional Staffing is looking for an employee to work on-site with our client. This Electrical Engineer 3 position will conduct system analyses, design, review, and check electrical designs done by internal engineers or external AEs for electrical systems at substations and telecommunications sites. This position conducts electrical analyses of existing and new substations and telecommunication sites, including short circuit, protective device coordination and settings, as well as arc flash and associated safety labeling, in accordance with industry standards and company policy. This position assists project managers (PMs) and other engineering personnel to implement projects, support field maintenance crews, and perform other related engineering activities. Support and expertise may also be provided to other organizations in the development of plans, estimates, customer agreements, contract management, and resolution of field problems. Project management duties may also be required and assigned as needed. This part-time position is located in Vancouver, WA.



Pay range: $49.39 - $70.56

Responsibilities:

  • Serve as organizational technical subject matter resource for site assessment, scoping, design, design submittal review, Requests for Information (RFIs), construction oversight, (review commissioning, startup, redlines) and project closeout under the direction and guidance of the project Contracting Officer's Representative (COR), and/or the Contracting Officer (CO).

  • Review, check, and design electrical drawings and recommend changes and additions to existing facilities' electrical systems in substation and telecommunication facilities.

  • Coordinate and collaborate with COR, CO, manager to consult on the technical application of company and industry standards in procurement and application of building facility electrical equipment.

  • Perform research and development activities for electrical systems and design concepts.

  • Facilitate and promote the development of state-of-the-art applications and appropriate advancement of technology for low voltage electrical systems within substation and telecom facilities.

  • Provide expert electrical engineering consultation for all technical aspects of equipment and facilities design schemes. Investigate and analyze problems associated with complex applications of substation equipment, low voltage and provide clarification / technical direction to contract design firms or internal technicians. Coordinate the high voltage interconnection of low voltage with correct design teams.

  • Assist to develop and interpret engineering policies, design standards, technical requirements, application policies, and installation procedures for electrical systems and equipment used in substation facilities, telecommunication facilities, and other non-EDF facilities.

  • Conduct Station Service system analyses.

  • Conduct short circuit and Arc Flash studies.

  • Facilitate pre-construction planning, engineering, and design efforts for installation of substation equipment and other electrical systems in substation and telecommunication facilities.

  • Provide input and recommend engineering requirements and technical design parameters in the development of building facility equipment (HVAC, Lighting, EGs, fans, sensors, monitoring, outlets, circuits, etc.), while verify they meet all functional, operational, maintenance, reliability, and safety requirements.

  • Coordinate with internal and external technicians to facilitate the completion and issuance of designs on schedule.

  • Make recommendations on the application of the National Electrical Code and the National Electrical Safety Code to substation and telecommunications facilities and other related projects.

  • Apply the appropriate quantitative analytical techniques to model and analyze the effects of low voltage electrical design strategies.

  • Coordinate and facilitate planning and organization of projects - including troubleshooting design problems, resolving problems, and recommending appropriate design methods.

  • Perform print verification and project planning in energized substations, including the examination of open cabinets in substations, while ensuring that the minimum approach distance for the appropriate voltage is always adhered to/maintained.

  • Visit existing substations and proposed substation sites while unescorted (voltages in substations can range from 120 volts to 500,000 volts) to verify design prints, meet with electricians, for on-site coordination, and/or other construction meetings.

  • Perform Station Service system analyses in support of other organizations including Facilities Engineering, Facility Maintenance, Telecommunications, and Substation Engineering.

  • Conduct short circuit and Arc Flash studies to provide services and products to the proper sizing Air Circuit Breaker, accurate Arc Flash Warning Labels for proper PPE.

  • Facilitate pre-construction planning, engineering, and design efforts for installation of substation equipment and other electrical systems in substations.

  • Provide input and recommendations for engineering requirements and technical design parameters in the development of substation equipment and facilities, while verifying they meet all functional, operational, maintenance, reliability, and safety requirements.

  • Coordinate with internal and external technicians to facilitate the completion and issuance of designs on schedule, alert manager to any potential delays or concerns.

  • Apply the appropriate quantitative analytical techniques to model and analyze the effects of Substation Design strategies.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

  • Perform print verification and project planning in energized substations, including the examination of open cabinets in substations, while ensuring that the minimum approach distance for the appropriate voltage is always strictly adhered to and maintained.

  • Visit existing substations and proposed substation sites while unescorted (voltages in substations can range from 120 volts to 500,000 volts) to verify design prints, meet with electricians for on-site coordination, and/or other construction meetings.

  • Escort federal employees (BFTE) and /or contractors (CFTE) that do not hold permits for access to substations. Escort privileges require additional training.

  • Specific Tasks may include:

  • With oversight and approval from the manager or other authorized federal staff:

  • Facilitate the design of new substations, changes and additions to existing substations and other electrical facilities, including all necessary studies and design calculations to develop substation designs drawings and identify and recommend technical specifications for material and equipment to be used in the construction of substations.

  • Guide the pre-construction planning, engineering, and design efforts for installation of substation equipment and other electrical systems in substations.

  • Recommend the engineering requirements, technical, and design parameters for the development of substation equipment, and facilities and verify that they meet all functional, operational, maintenance, reliability, and safety requirements.

  • Provide construction project management of substation, transmission electrical facilities, and other assigned projects that include providing project cost estimates and environmental review inputs.

  • Act as project manager for assigned projects to assure compliance with budgets, schedules, technical scope, and overall quality of the project.

  • Apply applicable national standards in the design of substations.


Requirements:

  • Bachelor's degree in engineering (from an ABET accredited school) is required.

  • 10 years of work-related experience and knowledge of electrical engineering concepts, principles, and practices to components and facilities found on a regional transmission system.

  • Knowledge of professional engineering theory and techniques sufficient to provide technical leadership in the design of electrical systems.

  • Circuit Design and Analysis: Proficiency in designing, analyzing, and troubleshooting electrical circuits including analog and digital circuits.

  • Power Systems: Understanding power generation, transmission distribution, and utilization. Knowledge of transformers, generators, motors, and power electronics.

  • Control Systems: Ability to design and analyze control systems for regulation and managing electrical devices and processes.

  • Instrumentation and Measurement: Skills in selecting and using instruments to measure electrical parameters accurately. This includes knowledge of sensors, data acquisition systems, and signal processing techniques.

  • Electrical Safety Standards: Understanding of safety regulations and standards.

  • National Electrical Code (NEC): Familiarity with the NEC is crucial for ensuring compliance with electrical safety standards.

  • International Codes (IBC) and Local Building Codes: knowledge of applicable codes and regulations specific to the different regions of the organization (OR., WA., ID., MT, WY, CA).

  • Industry Standards: Familiarity of the different industry standards related to electrical design and installation such as the National Fire protection Association (NFPA), the Institute of Electrical and Electronics Engineers (IEEE), and others

  • Ability to communicate effectively both orally and in writing, to develop and deliver briefings, statuses, reports, statements of work, and miscellaneous correspondence.

  • Experience with Short Circuit and Arc Flash Study.

  • Experience with software programs such as:

  • Bluebeam Revu or Adobe Pro

  • MicroStation or AutoCAD

  • ProjectWise

  • Valid U.S. Driver's License is required.
