Job Description:

Highway safety and public safety are both goals of the Nebraska Department of Transportation (NDOT). The Highway Safety Engineer will analyze crash patterns, identify potential safety improvements, document the benefit and cost of various safety improvement options, and advocate for the most fiscally responsible and impactful safety projects constructed on Nebraska roadways in an effort to reduce crashes, injuries, and fatalities on Nebraska roadways.


Pay range is $34.857 -$51.383 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


If unable to fill at the Professional Engineer I level, will consider applicants at the Engineer level which requires a bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment. Pay rate for this classification is $30.577 per hour.



Job Duties:



  • Assist the Department in incorporating national highway safety design, practices, technologies, and standards into NDOT planning, project development, and operations processes.

  • Keep aware of current highway safety practices including the Highway Safety Manual's best practices, Crash Modification Factors (CMF), and new highway safety developments.

  • Query and research crash and safety data and reviews collision diagrams, crash history studies, evaluations for project scoping, safety committees, and the Highway Safety Improvement Program (HSIP) report.

  • With assistance from the Crash Records Unit, use reports from available NDOT databases and programs to identify the most common crash patterns occurring on different classes of Nebraska roads; especially those crashes resulting in fatalities and severe injuries.

  • Research the issues identified and recommend changes in policy, practice, and/or standards to address these crash types.

  • Investigate and draft responses to letters as requested.

  • Analyze crash data and safety information for management, public records requests, local communities, media, law enforcement, legislators, regional planning partners, university researchers, and other safety partners as requested.

  • Utilize AASHTOWare Safety Tool (road safety evaluation software) and provide assistance to department users.

  • Provide technical support and recommendations to the highway safety leadership team.

  • Represent the Traffic Engineering Division and/or the Highway Safety Engineer at meetings or conferences as necessary.

  • Work with internal and external safety partners as needed toward reaching the State Highway Safety Plan goal of Zero Deaths.

  • Assist with traffic analysis studies; this includes the review of traffic control and operational issues and the relation of design elements to traffic volumes, pedestrian safety, speeds, and crashes.

  • Perform other duties as assigned.




Requirements / Qualifications:




Minimum Qualifications:



Engineer: Bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.


Professional Engineer I: Bachelor's degree in an engineering discipline. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at the time of employment or be able to obtain such license within 90 days of employment.



Preferred Qualifications:



  • Experience performing professional level engineering assignments in roadway design, traffic engineering, or highway safety.

  • Experience with OnBase, ProjectWise, Clarity, IHSDM, AASHTOWare Safety, or other traffic and safety software.

  • Experience in supervising professional engineers or technical engineering workers with diverse areas of responsibility.

  • A Professional Engineer (P.E.) license in Nebraska or ability to obtain a P.E. license in Nebraska within 90 days of employment.




Other:



  • Engineering degrees must be from an EAC/ABET-accredited program (or evaluated by NCEES as equivalent).

  • Valid driver's license or the ability to provide independent authorized transportation is required.

  • Requires the ability to attend conferences and occasional public meetings out of town with overnight travel.

  • Regular and reliable attendance is required.




Knowledge, Skills, and Abilities:



  • Effective communication skills.

  • Proficiency in the use of computer programs including Microsoft Office products (Outlook, Excel, Word).

  • Ability to read highway plans, maps, and specifications.

  • Basic knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).

  • Basic knowledge of MicroStation/AutoCAD and ArcGIS.

  • Ability to work as a member of a team with adaptability, an objective mindset, and customer service orientation.

  • Ability to interpret, understand, and implement State and Federal laws and regulations, agency standards, policies, and procedures.
