The Nebraska Department of Economic Development is looking for the next great addition to our Housing Team. The Department's Housing Team consists of seventeen staff, including regional program representatives, program specialists, application and compliance coordinators and program and team leaders.
The Housing ARPA Program Manager will lead our team in the administration of the Qualified Census Tract (QCT) Affordable Housing Program for projects funded through the American Rescue Plan Act. The position will require travel throughout the state. Occasional overnight trips can be expected, as well as out of state travel for trainings and conferences.

Job Duties:The main responsibility of this position will be to manage and lead the Department in the administration of the QCT Affordable Housing Program funded through the American Rescue Plan Act. The Program Manager will assist in the analysis of data, development of policies and procedures, program implementation, and design. Responsibilities will also include the delivery of technical assistance to support projects funded under the American Rescue Plan Act. Collaboration and maintaining relationships with Recipients, state and federal agencies, community organizations, and private sector stakeholders to ensure programs are implemented according to federal regulations will be crucial to the success of this position. This position will provide grant management oversight through project closeout, including oversight of monitoring, data management, and reporting for compliance. A strong ability to understand and interpret federal regulations is necessary. The Program Manager position will also assist in telling the story of the impact the QCT Affordable Housing Program investments are having on communities and neighborhoods. This position will include other duties as assigned within the scope of the classification.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree in economics, business, public administration, community or regional planning, marketing or related field AND three years related experience. Experience in a related field may substitute for education on a year for year basis.
Other: This position will require travel throughout the state. Occasional overnight trips can be expected, as well as out of state travel for trainings and conferences. As such, the incumbent must be able to present a valid driver's license or another form of reliable transportation. Regular and reliable attendance is required.
