Epsilon Systems is seeking a full-time, Proposal Pricing Manager who is experienced in proposal management and pricing to support growth in DOD, Federal Civilian, and commercial markets by developing and ensuring the timely submission of high quality, competitively priced, RFP-compliant, and compelling proposals. This position will report to the Vice President of Finance and will work in collaboration with BD, capture, and proposal teams.
Duties and Responsibilities:
Responsible for overseeing all aspects of the pricing volume development efforts and development of comprehensive cost models tailored to the requirements of Federal solicitations. Oversee price/cost volume responses to Requests for Proposals and Requests for Quotes (RFPs/RFQs), analyzing contract requirements, special provisions, and terms and conditions to ensure compliance with RFP requirements and corporate policies.
Develop win strategies and pricing analysis with price and staffing recommendations, including price-to-win fundamentals. Participate in the proposal pricing process including developing cost volume completion schedules in coordination with the proposal team, assisting in the development of pricing strategies, compiling cost data, and preparing cost volumes.
Responsible for developing a pricing strategy that is fully compliant with the requirements of the solicitation, while understanding, documenting, and communicating risks and opportunities. This position will work on proposal pricing that covers a broad spectrum of business areas and a diverse customer base. The proposal pricing can be competitive or sole source and include task orders, fixed price, IDIQ, T&M, and Cost-Type contracts.
Responsible for presenting recommendations to senior leadership and requires the ability to interface with technical and operations staff to understand the scope of work. This individual will schedule and facilitate pricing meetings with business unit leadership and proposal teams.
Work closely with multiple groups (Contracts, Finance, Business Development and Purchasing) to ensure accuracy and coordination of cost proposals and to collect data.
There will often be simultaneous proposals occurring. This individual must be able to handle the complexity of tracking, developing, and maintaining schedules while working on simultaneous proposals.
Work with the proposal manager to integrate price proposal and program strategy into a winning proposal.
Successful candidate will report to the Finance Department and work collaboratively with Business Development, Contracts, and Subject Matter Experts (SMEs) to capture all costs and provide the customer with a competitive advantage.
Perform other duties as assigned.
** This position requires some flexibility of schedule and may occasionally work hours beyond a standard workday / week.
Required Qualifications:
Must have a Bachelor's Degree in business administration or a related field and experience of at least 5 years. In Lieu of education, at least 5 years of additional experience in a related field.
Must have familiarity with a broad spectrum of contract types and commercial pricing including, but not limited to, Firm Fixed Price (FFP), Time and Materials (T& M), Cost Plus Incentive Fee (CPIF), and Cost-Plus Fixed Fee (CPFF) contracts. Experience with the following: IDIQ, MAC, Task Orders.
Must have experience with SCA proposals.
Must have demonstrated knowledge of Government proposal development.
Must have in-depth knowledge of MS Excel.
Must have the ability to lead pricing review meetings with company leadership
Must have familiarity with Government Cost Accounting Principles and the FAR/DFAR.
Must have the ability to multi-task, prioritize, and lead others in duties.
Must be able to demonstrate an in-depth understanding of pricing concepts and principles to include direct and indirect rate structure and the build-up of fully burdened labor rates.
Must have the ability to work as an individual and on a team.
Must have flexibility to work non-traditional hours when necessary in an often stressful, deadline-oriented environment.
Must be able to analyze trends, perform competitive analysis, interpret RFP data, and develop Price to Win strategies.
Must have an excellent customer service experience, positive attitude, communication skills, and interpersonal skills; must be able to pay attention to detail.
Preferred Qualifications:
Experience with ProPricer, preferred.
Experience in using Deltek Costpoint software, preferred.
Familiarization with Shipley & Associates Proposal Development methodology, preferred.
Experience with GovWin, preferred.
Detailed knowledge of source selection/ evaluation process including cost and price analysis, preferred.

Capable of using a keyboard effectively.
