Job Description:
The DHHS Behavioral Health Division is looking for a compassionate and dedicated individual to join our team as a Community Based Programs Specialist in the behavioral health field. In this role, you'll serve as a vital resource and consultant, providing technical assistance and expert advice to agency staff, Regional Behavioral Health Authorities (RBHAs), and service providers.
Your collaboration will span various programs and units within the DHHS divisions and across six behavioral health regions. You will monitor RBHA contracts and budgets, assist in internal and external policy development, ensure regulatory and contractual compliance, and lead monthly meetings to address ongoing concerns.

Job Duties:
The Community Based Program Specialist will:
Plan and coordinate the development and administration of Nebraska's community-based behavioral health services.
Serve as a resource and consultant to provide technical assistance/advice to agency staff, Regional Behavioral Health Authorities, and service providers.
Manage the day-to-day operational and technical functions of Nebraska's behavioral health system including performing planning, implementation, monitoring, and evaluation of program activities.
Oversee and direct contracts for the Regional Behavioral Health Authorities including monitoring and recommending actions for contractor performance.
Monitor service provider program budgets, oversee monthly provider contract billings, and conduct annual audits as directed.
Excellent documentation and organizational skills are a must for this important position.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree, OR equivalent coursework/training, in public administration, social/behavioral sciences, healthcare, human services or other program related field. Professional experience working in a human/social service or health care agency with responsibility for planning or evaluation services, programs or operational policies and practices may substitute in lieu of the educational requirement.
Preferred Qualifications:
Associate degree with 3 to 5 years of demonstrated contract management experience will be considered in lieu of a Bachelor's degree.
One or more years of experience in Human Social Service, Behavioral Health Services, Public Health, Public Administration, Healthcare Administration, or similar, including budget and audit experience a plus.
Knowledge of, or interest in, Nebraska's public behavioral health services network a plus.
Knowledge of NAC 206, Regional Behavioral Health Authorities, and/or SAMHSA block grants a plus.

Knowledge:
Contract management, budgeting, compliance, and trend analysis.
Skills:
Interpreting and communicating policy clarifications to interested groups and analyzing program trends.
Abilities:
Strong ability to plan, organize, and direct major programs effectively.
Excellent collaboration skills for teamwork and relationship-building with agency staff, service providers, contractors, and community organizations.
Proficient in analyzing and organizing materials, as well as preparing and reviewing technical documents, including action plans, reports, contracts, and grants.
Exceptional verbal and written communication skills, with the capacity to understand and apply relevant instructions, laws, rules, policies, and procedures.
Independent critical thinking and problem-solving abilities, maintaining effective communication with community representatives and governmental agencies with minimal supervision.
Highly self-motivated, demonstrating a proactive approach to responsibilities.
