Purpose



Integration and Stabilization team is in need of a seasoned project manager to support capacity building efforts across the CWS local office and affiliate network, and develop clear processes for evaluating and initiating new sub-grantee partnerships with Ethnic Community Based Organizations to support program implementation at new and existing sites. The Capacity Building Project Manager is responsible for supporting the development and implementation of tools and resources and will require working with a variety of internal and external stakeholders at local and federal level. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion.



This position is funded through Sept. 29, 2025 with possibility of extension depending on funding and need.




Responsibilities




Essential Duties





  • In consultation with supervisor and other program staff, lead the development of a capacity building implementation and evaluation plan, that aligns with allowable capacity building activities funded through ORR (such as, but not limited to volunteer and community engagement, landlord outreach, community partner training, etc).

  • Develop and implement tools for reporting and evaluating the impact of capacity building activities.

  • Develop and implement training and technical assistance modules for CWS local offices and affiliates to guide their capacity building activities, including the facilitation peer-to-peer learning for sites to share best practices.

  • In consultation with supervisor and other program staff, lead the execution of an assessment and creation of plan for development standardized approach to initiating new sub-grantee partnerships at both national and local level, with a focus on ECBOs and other localized community-based organizations from impacted populations.

  • Consult with relevant CWS Departments and external stakeholders, including but not limited to programs, Finance, Compliance and Operations and existing or potential partners to ensure a holistic approach to creation of standardized systems for the project.

  • Through consultation with potential ECBO partners, identify key needs to ensure appropriate mechanisms in place for successful management of sub-granted federal funds and reporting requirements to CWS

  • Develop relevant SOPs, toolkits and resources establishing clear step by step procedures and processes for effectively guiding CWS programs and potential sub-grantees to quickly and efficiently evaluate and establish sub-grantee partnerships to implement programming.

  • Develop materials targeting both CWS and potential partner organizations to ensure efficient collaboration and establishment of sub-grantee partnership.

  • Assist Integration team managers with onboarding short term staff and consultants to support meeting broader training, resource creation and capacity building goals, including, but not limited to JD development, hiring, invoicing and oversight as needed




Qualifications



Experience:




  • At least 6 years proven project or program management experience required

  • 2 years of supervisory experience required

  • Experience working with or managing an Ethnic Community Based Organization or community-based organization preferred

  • Experience with federal grants strongly preferred

  • Strong understanding of grant reporting and compliance requirements

  • Excellent project and data management skills;

  • Knowledge and experience in working with Microsoft Word, Excel, Power Point, and database software is essential; experience with Microsoft SharePoint and Articulate 360 (or other Learning Management System) preferred;

  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities;

  • Ability to maintain a high performance standard with attention to detail;

  • Experience in general office work, processing information and materials and maintaining records and files

  • Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams;

  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS;

  • Ability to work in a multi-cultural environment required;

Education and Certifications:




  • Bachelor's degree or equivalent education or equivalent work experience.

This position is a US-based remote role with in-person responsibilities. Employees wishing to maintain a remote work arrangement must be able to fulfil the following conditions:




  • Ability to maintain secure and appropriate personal work environment for day-to-day work

  • Access to strong and reliable internet access

  • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information

  • Regular work hours must span core business hours 10AM-4PM Eastern time - some flexibility in core work hours depending on candidate time zone

  • Must use CWS provided equipment such as laptop and cell phone
