Volt is immediately hiring for Human Resource Manager in Visalia, Ca.
As a Human Resource Manager you will:
Act as a liaison between the Executive Director and employees.
Conduct classification studies, analyze information, and make recommendations.
Prepare or update job descriptions.
Conduct salary surveys and prepare related reports.
Maintain personnel and insurance records.
Oversee recruitment processes including advertising, interviewing, testing, and conducting new employee orientations.
Administer centralized personnel services such as health insurance, Affirmative Action, ADA compliance, family medical leave, long-term disability, and workers' compensation.
Manage and maintain risk control and safety programs, collaborating with the safety committee, Executive Director, and safety officer.
Oversee the hazard communication program and prepare hazardous materials reports for local agencies.
Provide information and respond to inquiries from departments, employees, and the public about personnel, benefits, and risk management.
Assist in the development and implementation of personnel policies and procedures and ensure employees are kept informed of changes.
Review performance evaluations for compliance and ensure timely completion.
Prepare transaction reports and review and approve leave requests.
Meet with employees and supervisors to resolve grievances and complaints.
Assist managers with employee discipline, including investigating complaints, writing probation and separation notices, and attending hearings.
Represent the agency in personnel-related hearings and investigations with external agencies.
Supervise the Executive Assistant/Office Manager and indirectly assist with supervising clerical staff.
Manage property, liability, and auto insurance programs, including claims resolution.
Serve as the labor compliance officer for public works projects, ensuring proper wage rates are met, verifying payment of wages, and preparing reports for federal agencies.
Chair the agency's Scholarship Committee program.
This is a full time opportunity. Monday- Friday 8am-5pm
The ideal candidate will have: Minimum Skills
Knowledge of governmental agency legal requirements related to personnel administration and insurance programs.
Familiarity with principles and practices of modern office management and administration.
Ability to read and interpret complex legal and technical documents.
Strong writing skills for preparing reports and correspondence.
Effective communication skills for both groups and individuals.
Ability to analyze data, define problems, and make informed recommendations.
Ability to follow verbal and written instructions and establish effective working relationships with co-workers and the public.
Ability to work independently and use initiative and discretion within established guidelines.
Strong decision-making skills, managing complex and specialized work with significant accountability.
Knowledge of public administration principles, personnel selection, interview techniques, and safety practices.
Proficiency in data collection, organization, analysis, and report preparation.
Familiarity with federal, state, and local laws, codes, and regulations.
Computer skills, including the use of MS Office software.
Understanding of principles of mathematics and statistics.
High School diploma or GED equivalent.
A valid CA Drivers license and DMV Record
Pay Rate: $49.15 per hour
