Salary Range: $54,209 - $87,277

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Reviews a variety of contracts, complaints, liability issues, general orders, policies and procedures, and public open records requests; researches and compares current policies and procedures with federal and state law to identify inconsistencies; and recommends changes where applicable.

Conducts contractual inspections and reports related damages; researches topics, incidents, and documentation related to contracts; and renders opinions consistent with applicable policies, procedures and/or regulations.

Conducts contractual compliance, operational audits, and fiscal analysis; evaluates effectiveness of various fiscal and operations systems via inspections; ensures fiscal accountability for all transactions related to contractual obligations; and confirms contracts are in accordance with agency policies and procedures and any other applicable laws or regulations.

Monitors existing contracts and participates in contract negotiations; and ensures all contractual obligations and specifications are specified and in accordance with agency polies and procedures and any other applicable laws or regulations through inspections and oversight.

Reviews contracts for completeness, accuracy, state statue compliance and/or conformance with bidding specifications; evaluates, develops, and implements methods for accessibility of policies and procedures; reviews potential areas of compliance vulnerability and risk; oversees the implementation and maintenance of compliance program.

Advises the management and staff on contractual issues; assists leadership in making decisions on issues where no guidelines or policies exist; analyzes issues and/or problems; and communicates information supporting final decisions consistent with agency vision, mission, goals, and the law.

Oversees open records program; reviews the completion of open records requests for errors; and submits documentation for final approval.

Minimum Qualifications:

Associate degree in business or public administration or a related field required; three years of experience in business or contract management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
