Job Details:

Mercer Engineering Research Center (MERC), a research institute of Mercer University, provides high quality engineering, scientific, and technical support services to both government and private industry customers. Mercer Engineering Research Center is recruiting for a Staff IT Specialist in the Network Systems Directorate in support of Operations.

The Information Systems Security Manager (ISSM) is responsible for managing the Information Systems Security Program which includes the Network, PC and Server operations, helpdesk, software compliance, and Security Information and Event Management reporting systems. Assures compliance to the NIST 800-171 security controls and DFARS 252.204-7012.


RESPONSIBILITIES:

• Adheres to all requirements as stated in the National Industrial Security Program Operating Manual (NISPOM, DoD 22-M, Chapter 8) and
the Defense Counterintelligence and Security Agency (DCSA) Assessment and Authorization Process Manual (DAAPM).

• Liaise directly with the assigned DCSA ISSP to ensure full and timely compliance with government directives and regulations

• Assists the Senior Manager, Network Systems and Information Assurance and Facility Security Officer in the effective implementation,
assessment, and management of the MERC Security Program as it relates to the classified environment

• Evaluates configurations, creates System Security Plans, Disaster Recovery Plans, Incident Response Plans, and other artifacts as
required to facilitate the certification and accreditation of systems

• Manage timelines, processes, and taskings to achieve success in developing quality products

• Assists system engineers and system administrators to comply with the vulnerability management program and secure systems,
networks and applications.

• Prepares, submits, and coordinates Authority to Operate packages based on DoD Risk Management Framework (RMF) in eMASS,
Assurant, or other customer designated systems

• Coordinates IS security program with other facility security programs, to include cooperation and support of MERC contract designated
ISSMs and ISSO's

• Prepares and implements security documentation and monitors the IS Security Program and related procedures to ensure facility
compliance

• Identifies and documents unique local threats and vulnerabilities, and makes recommendations to address risk management status

• Ensures that periodic self-inspections of the facility's IS Program and accredited systems are conducted as part of the overall facility
self-inspection program and ensures corrective action is taken for all identified findings

• Conducts self-inspections to ensure the accredited system is operating as accredited and that accreditation conditions have not
changed

• Ensures all system auditing is completed within the specified timeframe

• Advises and/or assists change manager(s) with Configuration Change Board (CCB) documentation necessary for the approval of new
hardware or software for assigned systems

REQUIRED QUALIFICATIONS:

• US Citizenship and an active Secret security clearance or the ability to obtain/maintain a security clearance are required

• Bachelor’s degree in Information Technology, Computer Science, or Information Assurance/Cyber Security or related fields

• Excellent written and verbal communication skills are required

• Must be familiar with RMF and eMASS

• Experience with Linux OS (Red Hat, Debian, CentOS, Ubuntu, and/or Kali) in addition to Windows

DESIRED QUALIFICATIONS:

• Relevant certifications such as Security +, CASP, CISM, or CISSP are required

• Experience with or have worked as one or more of the following: Information Systems Security Manager (ISSM), Information System
Security Officer (ISSO), Linux administrator (Linux+), Windows administrator (all OS(s) including legacy systems), Systems Administrator,
Information System Auditor, Data Security Analyst
