Job Title: Facility Security Officer (FSO)
Job Location: Tampa, FL
Responsibilities
Trace Systems is seeking a Facility Security Officer (FSO) to join our team in Tampa, FL. The FSO will be responsible for developing, strategizing, and managing internal security program policies and procedures in accordance with DoD security policies, to include the 32 CFR Part 117. The FSO maintains the overall security program for cleared contractor facility to Establish and maintain successful working relationships with government and internal customers. This position oversees, monitors and reports on all security aspects concerning Government security requirements, policies, procedures and physical security programs and activities concerning both regular and cleared facilities.
Manage and maintain security program policies to ensure ongoing compliance with 32 CFR Part 117, IC, and DoD policies requirements of all classified programs under purview.
Maintain and manage Facility Clearance Level (FCL) ensuring compliance with all relevant regulations and guidelines.
Serve as COMSEC Account Manager and/or Alternate CAM and ensure compliance with applicable regulatory requirements.
Provide prime/sub-contractor security support and direction including the development and maintenance of DD254’s and security guidance.
Maintain and develop security documentation and files in accordance with DCSA and 32 CFR Part 117 requirements – including Standard Practice Procedures (SPPs), Standard Operating Procedures (SOP), Insider Threat Program Plans, Technology Control Plan (TCP), Emergency Action Plans (EAPs), OPSEC Plans and Policies, and COMSEC SOPs.
Conduct initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, and refresher briefings, as needed.
Track security clearance investigations and perform administrative support functions to include Defense Information Security System (DISS)/National Background Investigative Services (NBIS) administration.
Handle NISS functions to include certifying self-inspections, preparing, and submitting Change Conditions, preparing, and submitting Facility Clearance Sponsorships, etc.
Implement security policy and direction consistent with the Company and Government regulations.
Develop and conduct training programs related to annual trainings, security awareness, CUI safeguarding, self-reporting, and other security-related education programs.
Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
Stay informed of the latest security threats, trends, and technologies to continuously improve the facility's security posture.
Provide support to the Insider Threat Program Senior Official (ITPSO) for the corporation.
Centrally manage and maintain document control, personnel records, briefings, contracts, and other such security assets within SIMS to enforce and maintain accountability.
Qualifications
An active scope US Government issued Top-Secret clearance
Due to the nature of the work and contract requirements, US Citizenship is required.
A Minimum of three (3) years of experience in Industrial Security supporting national security programs & initiatives.
A FSO Program Management Certification for Possessing Facilities is required.
Demonstrated knowledge of 32 CFR Part 117 and ISL
Expert personnel security management experience (initial, renewal, periodic reinvestigation, upgrade, downgrade, indoctrination, debriefing, etc.) for collateral and SCI positions
Knowledge of DISS, NISS, NBIS, SIMS, and ACCS
Strong communication skills (oral and written), customer service and interpersonal skills.
Experience in performing COMSEC duties including inventory and disposition.
Desired Qualifications:
Experience with DIAS
Maintain membership and participate in professional security organizations, such as the National Classification and Management Society (NCMS) and the Industrial Security Awareness Council (ISAC).
Education:
A High School Diploma or equivalent such as GED is required
