This position establishes conceptual scope and budgets for Capital Programs projects and oversees the production of design documents, specifications, and bid packages for new construction and retrofit projects and is responsible for managing street improvements, concrete and asphalt repair, and addressing requirements of Local Government Programs.
Duties & Responsibilities:
ESSENTIAL :
Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, engineering design guidelines, and Capital Programs processes, and procedures. Conducts performance review and holds employees accountable for performance of their responsibilities.
Individually, and with the assistance of staff, prepares preliminary and final design documents, cost estimates, specifications, and bid packages.
Prepares projects for consideration by the Strategic Budget Plan process for Capital Programs, and coordinates with all Divisions within Capital Programs to ensure the proper scope is budgeted.
Supervises and manages consultant design and construction contracts including defining scope of work, and monitors project progress, budget, quality, schedule, and deliverables.
Coordinates projects with local, state, regional, and federal agencies to ensure compliance with applicable regulations, including the Americans with Disabilities Act.
Negotiates Inter-Governmental Agreements

Qualifications:
A Bachelor's degree in Engineering, Architecture, Landscape Architecture or related field.
Registration as a Professional Engineer, Architect, or Landscape Architect in the State of Colorado.
A minimum of five years of supervisory experience.
A minimum of ten years of experience in the design of bus, automobile, pedestrian and bike infrastructure projects, and paving operations and specifications.
Proficiency in project management techniques and principles, and contracting procedures.
Conceptual knowledge of computer-aided design (CAD) methods.
Proficient with Microsoft Office Suite.
Ability to communicate effectively, orally and in writing.
Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
Ability to use sound judgment to resolve complex design problems and to identify alternatives.

While performing the duties of this job, the employee may occasionally be required to work outside normal office hours.
