Overview

Sev1Tech is seeking a Release Train Engineer (RTE) to support the Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB) which manages the logistics (LOG) Information Technology (IT) portfolio. This portfolio is composed of 300+ afloat and ashore IT systems/applications with 150,000+ users across all Naval Systems Commands (SYSCOMs) and Naval Operational Forces (NOF) to include ships, carriers, submarines, USN/USMC aviation squadrons, and Naval Expeditionary Forces. The United States Coast Guard (USCG) is a joint user of LOG IT capabilities and is part of the program requirements. LOG IT enables essential business operations for various capability groups.

This role will support value delivery to the LOG IT Portfolio in the following areas: modernized application functionality, the integration of common capabilities, data, and support services, improvement of service performance and reduction of operational costs through the reduction/elimination/automation of duplicative services, capabilities, and data sets, and an Integrated Platform and DevSecOps Pipeline, and Continuous Capability Modernization, Deployment, and Support (CMDS).

The Release Train Engineer (RTE) as a member of the LOG IT Portfolio Team is a servant leader and ART coach who facilitates ART events and processes and supports teams in delivering value. Duties:

  • Improving the agile implementation at scale.
  • Facilitating PI planning.
  • Supporting PI execution.
  • Coaching Agile Release Trains (ART).
  • Optimizing the flow of work.
  • Conducting SAFe ceremonies (such as PI Planning).
  • Creating SAFe artifacts.
  • Working closely with LOG IT stakeholders including the technical director, product owner(s), technical leads and engineers, and functional leads.
  • Using customer provided DevSecOps tools (Jira, Confluence) to facilitate the work.
  • Creating reports in Jira, and as needed linking to Confluence to support Portfolio level reporting and SAFe ceremonies.


Responsibilities

  • Minimum of a current DoD Secret level clearance.
  • Bachelor’s degree.
  • Certified SAFe Scrum Master/Release Train Engineers (RTE) or equivalent.
  • 4+ years of experience in Release Train Engineering.
  • Willing to travel to government site minimum 4 times a year for scaled agile ceremonies in Norfolk, San Diego, Charleston, or Washington, DC area.

  • Strategic and critical thinker with the ability to make connections across work-streams and matrixed organizations.
  • Excellent written and verbal communications skills and strong executive presence. Must be able to analyze, understand, and communicate complex ideas across a varied audience.
  • Experience using a requirements management tool (such as Jira, Rational, etc.) to support portfolio/SAFe reporting.
  • Experience with strategy / business case development, then developing the implementation plan to support the business case and driving the implementation of the plan to deliver the final program objectives.
  • Strong commitment to professional client service excellence.
  • Empowered self-starter comfortable to take the lead and managing multiple initiatives with an ability to effectively collaborate across teams.
  • Proven success at mentoring and leading teams that are focused on exceptional client service and can manage risk remotely/virtually.
  • Excellent interpersonal relations and demonstrated ability to work with others effectively in teams.
  • Prior experience in or working for Executive Leaders and their respective offices/leadership teams.
  • Comfort with ambiguity and the ability to logically structure issues and determine recommended resolutions.
  • Detail-oriented with ability to plan, prioritize, and make decisions on multiple time-sensitive projects.
  • Understanding of Software Development Life Cycle (SDLC).
  • Strong MS PowerPoint skills with proven record to create high impact audience-specific presentations.
  • Knowledge of how to scale Lean and Agile practices and understanding opportunities and challenges of aligning and facilitating an ART (team-of-Agile Teams).
  • Knowledge of how to align all teams on the ART to a shared mission and vision.


Qualifications



  • Master's degree or higher education.
  • Experience applying scaled agile in Department of Navy organizations.
  • Located in the Norfolk/Tidewater, Virginia area, but will consider candidates outside that area.
