JOB DESCRIPTION

Primary purpose:

Provide analytic and administrative support services to the PHMSA Compliance department.JOB REQUIREMENTS

Minimum requirements:

Education:
  • Bachelor's degree in business administration from an accredited institution or a minimum of 5 years' direct work experience in compliance administration/analysis in lieu of a degree.
Experience/Specific Knowledge:

  • Minimum of 5 years direct work experience in compliance administration or analyst role.

  • Advanced proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, Outlook and SharePoint.

Certifications, Licenses & Registrations:
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the company and its insurers (for travel).
Competencies, Skills & Abilities:

  • Very strong organizational skills and habits.

  • Individual is able to work out problems autonomously but is not hesitant to ask questions when he/she arrives at possible solutions that deviate from the given directions.

  • Able to quickly learn functionality of Microsoft Office or other software that the individual does not currently understand.

  • Must be able to perform all essential and marginal functions of the job.

Working Conditions:

  • The position will be based out of Lakewood, CO.

  • The successful candidate will be required to clear a drug screen and a complete background check, including credit report for certain positions, after an offer has been extended and prior to being employed.

Compensation:
  • The salary for this role is $85,000-$91,000.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS, & ABILITIES:

Above the minimum requirements; not required but advantageous in this position:


  • Possesses experience in project management of software related tasks and deployments.

  • Proficient in SharePoint - able to build sites, workspaces, has a working knowledge of various types of libraries and SharePoint document storage and organization solutions.

  • Possess a working knowledge of natural gas and hazardous liquids pipeline operations is a plus.

  • Possess a working knowledge of natural gas and hazardous liquids pipeline pipeline safety regulations is a plus

  • Experience collaborating with team members through SharePoint, MS Teams or similar.

  • Technical writing experience.

The above statements describe the general nature and level of work being performed. This position may perform other duties as assigned.Essential duties and responsibilities:


  • Act as Standards Committee Administrator:

    • Assist in maintaining Company procedures to ensure compliance with federal and applicable state regulations and to accurately reflect the Company's current practices.

    • Attend and participate in monthly Standards Committee meetings, to include preparing agendas and minutes and obtaining signatures for applicable documentation. Follow the established documentation process when making modifications.

    • Review final drafts of policies and procedures for compliance with documentation standards (versioning, highlights, effective date, etc.) prior to issuance.

    • Communicate all monthly deadlines, company-wide notifications, and updates via e-mail. Coordinate calendar and meeting location details within Standards Committee.



  • Compliance Documentation Analysis and Maintenance

    • Receive, review and analyze compliance evidence / reports and prepare record copy PDFs to support compliance.

    • Extract reports from compliance systems when requested (ISN, EnergyWorldnet, etc.).

    • Maintain documentation standards used to prepare compliance documentation; ensure the documentation guidelines are kept current.



  • Internal and External Compliance Data Analysis

    • Compile and analyze Company and Industry release and compliance data; analyze trends and provide results to the department for review

    • Upload compliance evidence (e.g., PHMSA correspondence) in designated locations.

    • Identify areas for compliance improvement and offer suggestions for how to make necessary modifications.



  • Assist with the implementation and managing of the O&M training program

    • Review and analyze internal and external lessons learned for incorporation into TG compliance policies and procedures

    • Review and analyze agency inspection findings and develop strategies for areas of improvement

    • Liaison with other internal groups for the purpose of data acquisition and analysis



  • General Compliance Responsibilities

    • Provide assistance in submitting Federal and/State reports, such as but not limited to, PHMSA Annual Reports, PHMSA Accident Reports, etc.

    • Assist in preparing routine correspondence for Compliance Director or designee regarding PHMSA directives (Certified Mail), along with all departmental mail/UPS/FedEx/Certified mail requests.

    • Maintain compliance program files (including original signature copies of policies, procedures, etc.) and ensure proper formatting is performed, signatures are obtained, and completed documents are scanned and filed.

    • Follow established retention procedures for compliance documents.



  • Internal and External Audit Preparation

    • Provide assistance with internal audits

    • Provide support for agency audit preparation and inspection support, as needed



  • Accounting/Budget Support

    • Assist with the preparation of annual budgets.

    • Process and submit applicable invoices for payment

    • Process change orders as needed

    • Assist with the departments expense reports, as needed

    • Corporate credit card reconciliation and record-keeping including receipt collection, coding through appropriate channels/AFEs, and payment collection



  • General Department Responsibilities

    • Accurately perform assigned work in conformance with direction provided and in a timely manner.

    • Manage travel arrangements including airfare, lodging, and incidental cost reporting.

    • Arrange catering for planned large events and meetings such as audits, annual company meetings, etc.

    • Order and maintain necessary office supplies and materials.
